Position Overview
The Division of Early Childhood is seeking to hire an energetic and detail-oriented manager to oversee the operations of the Department of Human Services Federal Migrant and Seasonal Head Start Program. The manager directs the operation of the Federal Migrant Head Start Program by developing and executing policies that support federal statutes and ensure adherence to performance standards for statewide implementation of the migrant and seasonal head start program that serves young children and their families.
Job Responsibilities

Serves as Federal Migrant Head Start Program Manager for the Division of Early Childhood.

Serves as a full line supervisor.

Maintains and controls budget by developing program guidelines for contracting with service providers.

Develops and implements training programs, materials, workshops and seminars in Spanish and English for service providers and recipients, to improve resource knowledge, availability and service performance levels.

Translates functions/procedures into Spanish for individuals who cannot speak or read English, in contacts with the general public, advocacy groups, customers and community organizations.

Reviews and/or conducts community needs assessments to determine resource needs statewide, coordinates data collection and distribution of report to other agencies serving migrants.

Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years college with course work in a social or human services field.
- Requires three (3) years progressively responsible administrative experience in a health or human services organization.
- Requires ability to speak, read and write Spanish at a colloquial skill level.
Preferred Qualifications (in priority order)
- Four (4) years of professional experience in program administration, technical assistance, and/or monitoring of Head Start or Early Childhood services.
- Four (4) years of professional experience in project management, including budgeting, planning, execution, delivery, quality assurance, monitoring, continuous quality improvement, and routine and ad hoc mandated reporting.
- Three (3) years of professional experience with federal grant planning, writing, submitting, and reporting.
- Three (3) years of professional experience communicating, verbally and in writing, across various forms of media and with small and large stakeholder audiences to ensure detailed and critical analysis of work performed and adherence to program standards.
- Three (3) years of professional experience developing processes, procedures, and guidelines for implementing programs for a public or private business organization.
- Three (3) years of professional experience meeting deadlines with strong attention to detail and the ability to use critical thinking skills while managing multiple projects.
- Two (2) years of professional experience managing personnel, assigning work, providing guidance to subordinates, recommending and/or implementing counseling and/or discipline activities, and training staff.
- Two (2) years of professional experience working independently and collaboratively to promote the values and mission statements (e.g. equity, social and racial justice, inclusion, and diversity) of a public or private organization.
Conditions of Employment
- Requires the ability to travel, including overnight stays and weekends.
