This position serves as the Finance Manager for the Abraham Lincoln Presidential Library and Museum (ALPLM), a world class institution that welcomes more than 250,000 visitors every year and that houses one of the world’s best collections of Lincoln-related documents, artifacts and audiovisual materials The incumbent will monitor, manage and oversee a variety of fiscal duties related to carrying out the agency's mission. Position Essential Functions

  1. 30% Serves as Finance Manager for the Abraham Presidential Library & Museum (ALPLM).
  2. 30% Serves as an advisor to the Chief Fiscal Officer (CFO) in the development and preparation of the Agency's budget requests and completion of the annual Illinois State Legislature (ISL) forms.
  3. 10% Serves a Property Control Officer.
  4. 10% Serves as Grant Officer.
  5.  5% Serves as a Payroll Coordinator.
  6.  5% Serves as Strategic Planning Officer
  7.  5% Serves as full-line supervisor.
  8.  5% Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in accounting, fiscal management, and business or public administration.
  • Requires three (3) years of progressively responsible administrative experience in accounting, fiscal management in a public or private organization.

Preferred Qualifications

  • Greater than three (3) years of professional experience in accounting, or fiscal management in a public or private organization.
  • Two (2) or more years of experience implementing and enforcing policies and procedures, or other internal controls related to fiscal processes.
  • Two (2) or more years of experience managing or conducting fiscal processes in a highly regulated, bureaucratic environment.
  • Bachelor's or higher degree in accounting, fiscal management, business or public administration or a related field.
  • Two (2) or more years of experience as the responsible owner of one or more of the following functions for an organization:  Budget, Accounts Payable, Accounts Receivable, Property Control, Payroll, or Financial Reporting.
  • Two (2) or more years of experience maintaining accounting records in a double-entry accounting system.
  • One (1) or more years of experience using the Illinois ACTS Enterprise Resource Planning and Systems Applications and Products (ERP-SAP) or similar SAP-based accounting system to process fiscal transactions or prepare financial reports.
  • Two (2) or more years of experience maintaining documentation in an organized manner to meet auditing standards.
  • Two (2) or more years of professional experience managing, developing, or preparing budgets.
  • One (1) or more years of experience managing, overseeing, or tracking an organization's assets and inventory.
  • One (1) or more years of professional experience supervising staff.

Conditions of Employment

  • Requires ability to pass a background check.
  • Requires ability to work at various times outside of normal office hours as needed.
  • Requires engagement with the Business Enterprise Program (BEP) contractors and subcontractors and support for the goals of the BEP and the Fair Contracting Task Force per Executive Order 2018-07.
  • Requires ability to obtain an Illinois notary public certificate within 90 days of employment.
  • Requires ability to comply with the "Revolving Door" provisions under the State Officials and Employees Ethics Act.
