Position Overview:
The Illinois Department of Healthcare and Family Services, Division of Finance, Bureau of Health Finance is seeking to hire a detailed-oriented manager for the position of Financial Analysis and Audits manager. The ideal candidate should find interest in reviewing healthcare provider cost reports and working with electronic spreadsheets and databases. The position will supervise and conduct desk audits and reviews of Bureau cost reports for provider types including hospitals, Federally Qualified Health Centers (FQHC) nursing home capital reports, ambulance transportation providers, and others as needed. The ideal candidate should possess work experience with Medicare and Medicaid cost reporting requirements, rate setting methodologies for hospitals, nursing homes, and other Medicaid providers, accrual basis accounting, developing financial analysis review reports, audit reports, and audit checklists. A Certified Public Accountant designation is preferred.

Essential Functions
- Subject to management approval, serves as the Financial Analysis and Audits Manager for the Illinois Department of Healthcare and Family Services (HFS), Division of Finance, Bureau of Health Finance (BHF) by completing audits and in-depth financial and solvency analysis of financial statements, applications, and cost reports filed by current and potential patient service providers for BHF
- Plans, directs, and evaluates the operations of the Financial Analysis and Audits programs
- Serves as full line supervisor
- Acts as chief liaison and Bureau spokesperson for the Financial Analysis and Audits program
- Advises and consults with Department staff, other state and federal agencies, and professional and lay groups on Department policies and procedures relating to financial audits
- Collaborates and cooperates with staff to identify and correct problems or inefficiencies occurring in editing and processing of related computer reports and/or statistics
- Serves on the senior management team
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college
- Requires four (4) years of progressively responsible administration experience in the fields of accounting, internal auditing, insurance, and/or finance
Preferred Qualifications
- Four (4) years of experience assuming fiscal management responsibilities for public or private programs ensuring compliance with Federal and State Statutes, Rules, and Regulations
- Four (4) years of experience working with the principles of governmental and private accounting and financial statement analysis
- Four (4) years of professional supervisory experience with management and leadership skills
- Four (4) years of administrative experience working on audits and reviewing financial information
- Four (4) years of experience providing estimates on costs of new policies or program changes proposed or enacted by State legislature or the Federal government
- Four (4) years of experience in the development and management of a major program
- A master’s degree in accounting, internal auditing, insurance, and/or finance
- A CPA Certificate or license
- A working knowledge of Microsoft 365 with advanced skills in Excel, Access, and use of Visual Basic Macros

- Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties
- Overtime is a condition of employment, and you may be requested or required mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This includes the ability to work evenings and weekends
