Position Overview
The Division of Family and Community Services is seeking to hire a Financial Manager for the Bureau of Family Nutrition. This position monitors, organizes and executes duties including, but not limited to, the fiscal and accounting functions for grants and purchase of service contracts, programmatic data monitoring and analysis, audit preparation and review, and monitoring for program compliance and quality assurance. It also communicates with grant applicants, grantees/contractors, Department staff, and federal funders.
Essential Functions
-
Serves as Financial Manager for the Bureau of Family Nutrition.

Serves as full line supervisor.
-
Directs the preparation of payments to providers in accordance with terms of grant agreements and purchase of service contracts.

Prepares complex accounting and financial reports for management and program staff.

Travels to collaborate with other State agencies and organizations to coordinate efforts and maximize use of resources.

Performs other duties as required or assigned which are reasonable within the scope of the duties enumerated above.
Minimum Qualifications
-
Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.
-
Requires three (3) years of progressively responsible administrative experience in the fields of fiscal management, accounting, budgeting, internal auditing, insurance and/or finance.
Specialized Skills
-
Of the three (3) years of required experience, requires two (2) years of professional experience in fiscal operations, including review and analysis of financial data, development of budgets, conducting audits or fiscal administrative reviews, development of funding formulas, and oversight of expenditure reporting.
Preferred Qualifications
-
Two (2) years of professional experience in fiscal operations, including review and analysis of financial data, development of budgets, conducting audits or fiscal administrative reviews, development of funding formulas, and oversight of expenditure reporting.

Two (2) years of professional experience working with the principles of governmental accounting, program budgeting, fiscal operations, including an understanding of 2 CFR 200 and the Illinois Grant Accountability Act.
-
Two (2) years of professional experience providing technical assistance on fiscal and administrative grant requirements, including expenditure monitoring, and evaluating programs, policies, and procedures for a public or private business organization.
-
Two (2) years of professional experience serving as agency/work area representative on committees or as liaison to other divisions, departments, or agencies at local, state, or federal level.
-
Two (2) years of professional experience developing and monitoring processes, including development of advanced tracking spreadsheets or databases, desk aids, and procedures.
-
Two (2) years of professional experience establishing grants in the state’s grantmaking system under the Grant Accountability and Transparency Act (GATA 30 ILCS 708) and related administrative grant rules including grantmaking policies and procedures.

Requires ability to travel in the performance of duties, with overnight stays as appropriate.

Requires the ability to work outside of normal work hours.

This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
