Position Overview:
The Illinois Department of Healthcare and Family Services (HFS) is seeking a strategic leader to join our Division of Medical Programs as the Financial Monitoring Manager within the Bureau of Program and Policy Coordination.
This is your opportunity to shape the financial backbone of Illinois Medicaid programs. In this role, you will:
- Lead the Financial Monitoring Program – Plan, develop, and implement policies and long-range strategies that ensure compliance with federal and state financial reporting requirements.
- Supervise and Inspire – Manage a talented team, set goals, provide guidance, and foster professional growth.
- Design Administrative Claiming Opportunities – Create and oversee systems that maximize federal reimbursement for Medicaid administrative claiming programs.
- Ensure Accurate Reporting – Direct complex financial systems and reporting processes to guarantee compliance and optimize federal claiming across multiple programs.

Essential Functions
- Subject to management approval, serves as the Financial Monitoring Manager in planning, developing, and managing the Financial Monitoring Program for the Bureau of Program and Policy Coordination
- Serves as a full line supervisor
- Develops complex financial systems to ensure compliance with federal and state financial reporting requirements, client access to quality health care and waiver services
- Plans, organizes, and directs the complex and comprehensive analysis concerning program issues for statewide Medical Assistance Program, such as impact of State revenues on changes in the population served and/or the services offered in the Title XIX Program
- Serves as administrative liaison
- Organizes and develops ongoing research of State and Federal proposed legislation and laws and administrative rules regarding the Title XIX administration
- Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in public or business administration.
- Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization.
Preferred Qualifications
- Minimum of three (3) years of professional experience working with organizational policies and procedures related to a Medical Assistance Program.
- Minimum of three (3) years of experience developing and managing a major financial program which includes budgeting, federal claiming, reimbursement, and federal financial reporting expertise.
- Minimum of three (3) years of experience supervising professional staff and bargaining unit staff.
- Minimum of three (3) years of experience working with State and Federal financial reporting methods to ensure compliance.
- Minimum of three (3) years of experience analyzing medical assistance data to determine program issues.
Conditions of Employment
- Requires completion of a background check and self-disclosure of criminal history.
- Requires the ability to travel in the performance of duties, with overnight stays as appropriate.
- Requires the ability to utilize and maintain state issued equipment such as a laptop.
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled or last-minute overtime. This requires the ability to work evenings and weekends.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
