Position overview:
The Department of Healthcare and Family Services, Division of Finance, Bureau of Fiscal Operations is seeking to hire a General Accounting and Technical Support Section Manager. This position is responsible for overseeing the Department’s annual GAAP reporting processes through planning, directing, evaluating, and coordinating the operations and activities of the General Accounting and Technical Support Section. The ideal candidate will possess experience assuming fiscal management responsibilities in State government, or a private/public organization. They should be highly motivated with strong management and leadership skills. Experience with programs relative to accounting and external auditing or budgetary planning activities and operational systems is desired. Advanced degrees, professional certifications, or continuing education with relevance to the Department’s mission are preferred.

Essential Functions
- Subject to management approval, serves as Financial Reporting Section Manager for the Illinois Department of Healthcare and Family Services (HFS), Division of Finance, Bureau of Fiscal Operations by overseeing the Department’s annual Generally Accepted Accounting Principles (GAAP) reporting processes through planning, directing, evaluating, and coordinating the operations and activities of staff responsible for financial reporting in accordance with GAAP statements
- Serves as full line supervisor
- Establishes, directs, and implements accounting policy, methods, and procedures relative to the operation of the Financial Reporting Section
- Monitors, reviews, and analyzes automated accounting systems and procedures within the Department to ensure procedures, controls, and interfaces to the Department’s accounting system are implemented in accordance with GAAP, Governmental Accounting Standards Board (GASB), and requirements of the Illinois Office of the Comptroller’s (IOC) Statewide Accounting Management System (SAMS) Manual
- Evaluates policies and procedures affecting the Department’s financial reporting
- Supervises and coordinates the collection of financial information and other data as needed from bureaus within HFS and other agencies
- Conducts strategic planning and prioritizes to ensure that accounting needs of the department and interfaces with the Department’s accounting system are addressed
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in fiscal management, accounting, and budgeting
- Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in accounting, external auditing or budgetary planning and control, or public accounting
Preferred Qualifications
- Three (3) years of professional experience working with the principles of governmental accounting, auditing theory, accounting principles, methods, and procedures
- Three (3) years of experience preparing or reviewing comprehensive accounting reports in compliance with Generally Accepted Accounting Principles (GAAP) or Governmental Accounting Standards Board (GASB) pronouncements
- Certification as a Certified Public Accountant (CPA)
- Three (3) years of experience assuming fiscal management responsibilities for government and/or private programs ensuring compliance with federal and State statutes, rules, and regulations
- Four (4) years of supervisory experience with management and leadership skills
- A master’s degree in business administration, finance, public administration, accounting, and/or economics
- Three (3) years of professional experience communicating with Certified Public Accountant (CPA) firms, an Office of the Auditor General, and/or an Office of the Comptroller
- Three (3) years of professional experience with State financial systems or any financial accounting system
- Twenty-seven (27) semester hours of college accounting courses

- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This includes the ability to work evenings and weekends
- Requires the ability to utilize and maintain state issued equipment such as a laptop
- Requires the ability to travel in the performance of duties, with overnight stays as appropriate
