Position Overview

This position serves as the Fiscal Administrator for the Illinois Department of Commerce’s Office of Trade and Investment (OTI). Working closely with the management team, the Fiscal Administrator will plan and implement the office budget, which includes operations in seven countries and the state’s export assistance program which supports Illinois small businesses seeking to expand internationally. Essential Functions

  • Plans for the efficacious utilization of supportive program functions in fiscal management, personnel management and budget analysis for the Office of Trade and Investment (OTI), including the foreign office operating budgets.
  • Determines program development between the foreign offices.
  • Plans new OTI program budgetary development, including any program expansion budgetary impacts, coordinating with the Agency’s fiscal office, legal office, and the foreign office locations in securing appropriate fiscal requirements to open a targeted expansion site.
  • Serves as working supervisor.
  • Attends and meets with OTI manager and staff pertaining to program development issues that require coordination between the OTI management.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
  • Requires two (2) years of responsible administrative experience in a public or business organization.

Preferred Qualifications

  • Prefers two (2) years professional experience in the program budget formation, program management, monitoring, analysis, and deficiency resolution.
  • Prefers three (3) years’ experience using the EPC (Expense, Planning & Control) system and tracking budgets and/or processing expenses for an organization.
  • Prefers one (1) year experience using SAP system and tracking budgets and/or processing expenses for an organization.
  • Prefer two (2) years of advanced level of experience and ability in utilizing Microsoft Excel, Word, Outlook, and SharePoint.
  • Prefers one (1) year of knowledge and professional experience utilizing foreign exchange rates for contractual processes.
  • Prefers one (1) year professional experience in the interpretation and implementation of state and/or federal statute.
