This position serves as the Fiscal Manager for the Abraham Lincoln Presidential Library and Museum (ALPLM), a world class institution that welcomes more than 250,000 visitors every year and that houses one of the world’s best collections of Lincoln-related documents, artifacts and audiovisual materials The incumbent will monitor, manage and oversee a variety of fiscal duties related to carrying out the agency's mission. The ideal candidate will be detailed oriented and possess a good working knowledge of fiscal operations. Essential Functions
- Serves as Fiscal Manager for the Abraham Presidential Library & Museum (ALPLM).
- Serves as an advisor to the Chief Fiscal Officer (CFO) in the development of the Agency's budget requests and completion of the annual Illinois State Legislature (ISL) forms.
- Serves as Property Control Officer.
- Serves as Payroll Coordinator.
- Serves as Strategic Planning Officer.
- Serves as full-line supervisor.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- This position requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with courses in accounting, fiscal management and business or public administration.
- This position requires three years of progressively responsible administrative experience in accounting, or fiscal management in a public or private organization.
Preferred Qualifications
- Prefers two (2) years of professional experience using the Illinois ACTS Enterprise Resource Planning and Systems Applications and Products (ERP-SAP) or similar SAP-based accounting system to process fiscal transactions or prepare financial reports.
- Prefers two (2) years of professional experience implementing and enforcing policies and procedures, or other internal controls related to fiscal processes.
- Prefers one (1) year of professional experience managing, developing, or preparing budgets.
- Prefers one (1) year of professional experience managing a payroll process.
- Prefers one (1) year professional experience with property control functions and agency property control requirements.
- Prefers Bachelor's or higher degree in accounting, fiscal management, business or public administration, or a related field.
- Prefers one (1) year of professional experience supervising and evaluating staff members.
Conditions of Employment
- Requires completion of a background check and self-disclosure of criminal history.
- Requires ability to work at various times outside of normal office hours as needed.
- Requires engagement with the Business Enterprise Program (BEP) contractors and subcontractors and support for the goals of the BEP and the Fair Contracting Task Force per Executive Order 2018-07.
- Requires ability to obtain an Illinois notary public certificate within 90 days of employment.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
