Position Overview
The Illinois Department of Natural Resources is looking to hire a Fiscal Officer for the Office of Land Management. This position will oversee the Department's Land Management Division which is a very large statewide division for all parks, conservation areas, etc. The ideal candidate will be a self- motivated professional capable of working in a fast paced, professional environment. This position provides support to the CFO by providing input in the development of priority guidelines; maintaining project budgets and operational expenses, collecting and analyzing data and preparing financial and GAAP reports for programs assigned for the Office of Land Management. Essential Functions
- Subject to administrative approval, serves as the fiscal officer for the Office of Land Management and the World Shooting Complex.
- Maintains official books of accounts for the Office of Land Management and the World Shooting Complex
- Monitors the Office of Land Management and World Shooting Complex purchases and obligations
- Serves as full-line supervisor
- Performs internal audits of income forms, such as site rentals and reservations
- Oversees the Office of Land Management and the World Shooting Complex audit findings
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in business administration and accounting.
- Requires three years of professional supervisory experience in accounting.
Preferred Qualifications
- Two (2) years of knowledge of law, rules and regulations relating to accounting.
- Two (2) years of experience utilizing excel computer programs.
- Two (2) years of experience utilizing computerized accounting systems and software of a varying scope.
- Two (2) years of experience managing a budget program involving the analyzation of data, trends for budgeting forecasting, personnel cost projections, development of spending plans, and monitoring the appropriate use of funds for expenditures utilizing an automated accounting system.
- Two (2) years of professional supervisory experience assigning work, providing guidance to subordinates, imposing disciplinary actions, development, and completion of performance of employee evaluations, and staff training.
- One (1) year of experience working with the General Accepted Accounting Principles (GAAP) reports.
- One (1) year of experience working with the Procurement codes and rules.
