Position Overview
The Illinois Department of Natural Resources is looking to hire a Fiscal Officer for the Office of Fiscal Management. This position serves as supervisor providing guidance and training to assigned staff, acts as Grants/Contracts Accounting manager for Recreational grants, implementing and controlling state and federal grant programs, providing assistance to staff on contract guidelines, reviewing funding request from agencies and provides advice to Chief Grant Administrator on the proper use of federal and state monies under the terms of the grant. Essential Functions
- Acts as Grants/Contract Accounting Fiscal Officer.
- Maintains complete paper and electronic records of both the programmatic and financial aspects of all agency payments.
- Develops and monitors spending plans and maintains a framework of State, Federal and other funds in relation to OGMA Recreational grants.
- Acts as a Contracts Manger for Office of Grants Management and Assistance.
- Assists in preparing comprehensive accounting reports or financial statements requested by management and/or required under federal grants.
- Serves as full-line supervisor.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four years of college with courses in business administration and accounting.
- Requires three years of progressively responsible administrative experience in a public or business organization.
Preferred Qualifications
- Two years' experience and knowledge of administrative state or federal grants.
- Two years' experience and knowledge of contract issues.
- Two years preparing financial statements, accounting reports and budgetary plans.
- One year of experience utilizing various database and spreadsheet programs.
- One year of supervisory experience of a small staff.

The Office of Fiscal Management develops budgets, processes payroll, administers workers compensation, manages audits, collects and records cash and receivables, tracks inventory and assets, processes vouchers, and conducts procurements, and holds responsibility for monitoring much of the Department’s operational procedures, to include the review of fiscally related procedures to ensure compliance with all rules, regulations, and accounting standard.
