Position overview: 

 

The Department of Healthcare and Family Services is seeking an experienced and qualified professional to manage the Fiscal Unit for the Bureau of Contract Management in the Division of Medical Programs.  The ideal position will oversee aspects of fiscal operations for the Bureau including but not limited to monitoring personal services, headcount monitoring, operating lines, and lump sum programs. This position will also advise management of the need for transfers of funds in case of deficiencies and surpluses, process payments and expenditures monitoring adherence to established criteria and assist in developing the budget for the division.

The ideal candidate will exhibit experience assuming fiscal management responsibilities in State government or private or business organization. They should be highly motivated with experience in expenditures, contracts, obligations and/or accounts payable.

Essential Functions

  • Serves as Fiscal Unit Manager in Bureau of Contract Management in planning, executing, evaluating, implementing, and administering aspects of fiscal administration for the Division of Medical Programs (DMP) to include personal services, headcount monitoring, operating lines and lump sum programs
  • Directs and coordinates the preparation of the Bureau's annual budget
  • Serves as working supervisor
  • Serves as the budgetary liaison between DMP Bureaus and the Office of the Comptroller, vendors, contractors, and Program staff
  • Performs special budgetary projects for the Manager and other Executive level staff in the research, collection, investigation, and analysis of information pertaining to Bureau's fiscal matters
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to the completion of four (4) years of college
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in the fields of fiscal management, accounting, budgeting, internal auditing, insurance, and/or finance

Specialized Skills

  • Three (3) years of experience in fiscal administration for a public or business organization
  • Three (3) years of experience working with fiscal/budget development for a large organization providing or utilizing health benefits or health initiatives
  • Two (2) years of experience working with State fiscal law and its applicable process to contract administration

Preferred Qualifications

  • Three (3) years of experience in fiscal administration for a public or business organization
  • Three (3) years of experience working with fiscal/budget development for a large organization providing or utilizing health benefits or health initiatives
  • Two (2) years of experience working with state fiscal law and its applicable process to contract administration
  • A minimum of two (2) or more years of experience in governmental accounting
  • Two (2) or more years of experience estimating and budgeting for future needs and cost of personnel, space, equipment, supplies and services
  • Two (2) or more years of supervisory experience in a private or public organization
  • Two (2) or more years of experience utilizing computer applications including but not limited to Microsoft Office Suite or equivalent

Conditions of Employment

  • Requires completion of a background check and self-disclosure of criminal history
  • Requires the ability to travel in the performance of duties, with overnight stays as appropriate
  • Requires the ability to utilize and maintain state issued equipment such as a laptop
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled or last-minute overtime. This requires the ability to work evenings and weekends
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings
