Position Overview
The Office of Contract Administration is seeking to hire an Executive I, to serve as the Fiscal/Administrative Compliance Coordinator to receive, review, and distribute provider reviews submitted for programs for the department for the central downstate area. Assists in the coordination of the annual provider on-site review process. Performs a variety of technical functions of a highly specialized nature related to the development, analysis, and revision of procedures, methods of operation and processing of provider reviews to assure that agency contracts and grants adhere to 2 CFR 200 and the State of Illinois Grant Accountability and Transparency Act (GATA), 30 ILCS 708/1.
Essential Functions
- Serves as the Fiscal/Administrative Compliance Coordinator for the Downstate/Southern Provider Review unit.
- Serves as liaison to management staff.
- Assists in the coordination of the annual provider on-site review process.
- Develops forms and/or worksheets for the continual development of the Departments on-site reviews.
- Conducts special research, data collection, and analysis in response to inquiries from the Unit Manager, Bureau Chief, Office Director, or other sources.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with coursework in business and public administration.
- Requires one (1) year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program.
Specialized Skills
- Of the one (1) year of responsible administrative experience, requires one (1) year of experience working with the 2 CFR 200 & 30 ILCS 708/1 Grants Accountability and Transparency Act, 30 ILCS 705 Grants Recovery Act, 44 Illinois Administrative Code 7000 governmental contracts, grantmaking, procurement and property management and Subtitle F grant making as it pertains to indirect cost rate proposals.
Preferred Qualifications
- One (1) year of professional experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills while multi-tasking, prioritizing, and tracking the process of numerous contracts simultaneously.
- One (1) year of professional experience facilitating documentation for approvals, experience in creating, revising and utilizing complex documents.
- One (1) year of professional experience working with the principles of government accounting systems, policies and procedures relative to contract development.
- One (1) year of professional experience working with the principles of government accounting, public or private organization accounting systems and policies and procedures relative to contract development as well as Federal and State regulations and policies.
- One (1) year of professional experience exercising judgment and discretion in developing and interpreting departmental policies and procedures.
- One (1) year of experience of 2 CFR 200 & 30 ILCS 708/1 Grant Accountability and Transparency Act (GATA), 30 ILCS 705 Grants Recovery Act, 44 Illinois Administrative Code 7000 governmental contracts, grantmaking, procurement and property management and Subtitle F grant making as it pertains to indirect cost rate proposals.
