Position Overview

This position serves as the Functional Expert for the Hiring, Onboarding & Recruitment for Human Resources (HR) modules managed by the Enterprise Resource Planning (ERP) Human Capital Management (HCM) Program, operating as the lead authority on all Hiring, Onboarding & Recruitment functional issues including design, transition, and maintenance of the Hiring, Onboarding & Recruitment functionality. This position will work in concert with ERP Program leadership to coordinate and control the implementation and support of the hiring, onboarding & recruitment functionalities within the ERP Program and assume functional expert role for Hiring, Onboarding & Recruitment during implementation and in the operational steady state organization. Essential Functions
- Subject to management approval, serves as the Functional Expert for the Hiring, Onboarding & Recruitment for Human Resources (HR) modules managed by the Enterprise Resource Planning (ERP) Human Capital Management (HCM) Program, operating as the lead authority on all Hiring, Onboarding & Recruitment functional issues including design, transition, and maintenance of the Hiring, Onboarding & Recruitment functionality, for the Department of Innovation & Technology (DoIT).
- Works in concert with ERP Program leadership to coordinate and control the implementation and support of the hiring, onboarding & recruitment functionalities within the ERP Program.
- Serves in a functional expert role for Hiring, Onboarding & Recruitment during implementation and in the operational steady state organization.
- Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to (4) four years of college in General Administration in fields such as Human Resources, Personnel Administration, or related field.
- Requires (4) four years of progressively responsible administrative Human Resources work experience in a complex organization with employees governed by multiple regulations and bargaining contracts.
- Requires three (3) years of professional experience supervising in a large organization.
Preferred Qualifications
- Four (4) years of professional experience leading the implementation, configuration, and management of hiring, recruiting or onboarding in a complex organization with employees governed by multiple regulations and bargaining contracts.
- Four (4) years of professional experience with hiring, recruiting or onboarding principles and practices, specifically regarding business processes, programs, service objectives, activities, or operational systems for a multi-faceted, diverse workforce, including interpreting and applying statutory requirements, collective bargaining agreements, and agency-specific work rules.
- Four (4) years of professional experience participating in policy development, legislative modifications, and cross-agency coordination related to a Human Capital Management system (SAP, Workday, Oracle), with a demonstrated ability to represent and make authoritative decisions on behalf of an organization and drive strategic initiatives in inter-agency or inter-governmental settings.
- Three (3) years of professional experience in leading cross-functional teams, including vendor staff and agency subject matter experts to evaluate and analyze functional requirements, ensuring alignment with policy objectives while actively contributing to long-term strategic planning and goal setting for Human Capital Management programs, including participation across the system lifecycle such as design, implementation, and post-go-live stabilization.
- Four (4) years of experience preparing and delivering persuasive and informative presentations to small and large audiences ranging from front line staff to executive stakeholders.
- Two (2) years of professional experience successfully managing vendor relationships, including coordinating deliverables, resolving conflicts, and ensuring alignment with project timelines and objectives.
- Ability to analyze system modifications and recommend program enhancements specifically related to hiring, recruiting, or onboarding in a Human Capital Management system.
- Ability to establish and maintain effective working relationships with diverse stakeholders, including agency leadership, vendors, and cross-functional teams, to facilitate collaboration, resolve conflicts, and drive successful ERP HCM program implementation and management.
- Demonstrated verbal and written communication skills to communicate hiring, onboarding & recruitment findings effectively to stakeholders with precision and clarity.

- Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45. Consequently, employees should be aware that in the event of receiving a non-State employment offer during state employment or within one year immediately following the termination of State employment, they are required to inform the Office of the Executive Inspector General for the Agencies (OEIG) of the Illinois Governor before accepting such non-State employment. Failure to notify the OEIG may result in the imposition of a fine.
- Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.
