Position Overview

The Illinois Law Enforcement Training & Standards Board invites qualified applicants to apply for the position of GATA/GATU Unit Supervisor.  The ideal candidate for this position will have the ability to work in a fast-paced environment, be highly organized and great attention to detail, have well-honed supervisory skills, and be capable of multi-tasking to keep up with the demands of a busy and growing agency. Essential Functions

  • Serves as the Grant Manager and Grant Accountability and Transparency Act (GATA)/Grant Accountability Transparency Unit (GATU) Grant Officer for the ILETSB.
  • Reviews, monitors, coordinates, and tracks grant applications to ensure compliance with GATA/GATU and other required statutes.
  • Serves as working supervisor to other bargaining unit employees performing grant-related duties.
  • Makes grant award determination recommendations based upon established criteria.
  • Serves as liaison between the Board and the Governor’s Office of Management and Budget (GOMB) for matters relating to the administration of agency grant programs and GATA/GATU.
  • Conducts research, compiles, and collects data and develops statistics and information for inclusion in reports regarding the grant programs and grant applications related to the Board’s functions and granting opportunities.
  • Provides expertise in developing grant applications and makes applications for grants.
  • Processes reimbursement request forms related to the Board’s funding of local law enforcement training and activities.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four years college, preferably with courses in business or public administration.
  • Requires two (2) years of responsible administrative experience in public or business organization.

Specialized Skills

  • Two (2) years or more of practical experience using Amplifund or a similar grant management system.
  • Two (2) years or more of practical experience working with the principles of governmental accounting and statistics.
  • One (1) year or more of practical experience in grants processing and application of GATA.
  • One (1) year or more of professional experience exercising judgement and discretion in developing, implementing, and interpreting departmental policies and procedures.
  • One (1) year or more of experience with professional staff utilization and employee training and motivation.

Preferred Qualifications

  • Two (2) years or more of practical experience using Amplifund or a similar grant management system.
  • Two (2) years or more of practical experience working with the principles of governmental accounting and statistics.
  • One (1) year or more of practical experience in grants processing and application of GATA.
  • One (1) year or more of professional experience exercising judgement and discretion in developing, implementing, and interpreting departmental policies and procedures.

Conditions of Employment

  • Overtime is a condition of employment, and employee may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
  • Proficiency in Microsoft Word, Outlook, PowerPoint, Excel & Internet applications.
  • Requires ability to travel to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry-related topics relevant to job duties.
  • This position is considered medium work as defined by the U.S. Department of Labor (20 CFR 404.1567(c)). Medium work involves lifting no more than 50 pounds at a time with frequent lifting or carrying of objects weighing up to 25 pounds. This job may require a good deal of walking or standing and involves sitting for long periods of time.
  • Requires the ability to pass a criminal background and work history check.
