Essential Functions

  • Under general supervision, serves as a GIS Specialist I for the Department of Innovation & Technology (DoIT), supporting Illinois Environmental Protection Agency (IEPA), maintaining GIS systems functions, maps, products, procedures, and applications that assist IEPA personnel to maintain and view GIS data related to DoIT/IEPA programs.
  • Assists DoIT/IEPA staff in utilizing GIS capability to prepare technical information by explaining and interpreting DoIT/IEPA GIS related programs and policies to staff and interested parties, including other State and Federal agencies.
  • Assists DoIT/IEPA personnel in the development and use of IEPA GIS related data.
  • Consults with DoIT mid-range computing support staff in configuration and maintenance of the IEPA GIS application services and databases.
  • Keeps abreast of new developments in the information technology field by continuing education through meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedrues.
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

 

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with a minimum of twenty (20) semester hours from the related academic disciplines of geography, GIS technology, cartography, and computer science.
  • Requires completion of an agency sponsored training program ---- OR ----  Requires one (1) year of professional experience in GIS.

Specialized Skills

  • Requires one (1) year of professional experience in map creation and Geographic Information System (GIS) technology, including Services-based GIS Architecture (ArcGIS Online, ArcGIS Enterprise, ArcGIS Pro, or ESRI ArcGIS Hub).

Preferred Qualifications

  • One (1) year of professional experience in map creation and Geographic Information System (GIS) technology, including Services-based GIS Architecture (ArcGIS Online, ArcGIS Enterprise, ArcGIS Pro, or ESRI ArcGIS Hub).
  • One (1) year of experience working with a relational database management system.
  • One (1) year of professional experience with Windows Server or Desktop Operating Systems.
  • Working knowledge of the methods and techniques employed in creating maps and GIS products.
  • Working knowledge of research methods and techniques to analyze statistical and spatial data.
  • Working knowledge of geographic and statistical data output methodologies.
  • Working knowledge of interpreting, explaining, and applying data output.
  • Working knowledge of developing programs and utilities utilizing Python.
  • Ability to maintain satisfactory working relationships with others.
  • Developed verbal and written communication skills to present information to others with clarity and precision.
