Position Overview
This position is accountable for the efficient and effective processing, accounting, and reporting of funding to airport sponsors, contractors, and consultants for the Division of Aeronautics’ grant programs. The incumbent monitors and updates the Airport Project Management (APM) system to monitor active airport projects. Additionally, the incumbent monitors and updates the Delphi eInvoicing System which is used to draw the federal funds associated with each federal share of a payment. The incumbent will assist with the preparation of federal reporting to the Federal Aviation Administration (FAA), other federal agencies, systems, and internal and external auditors.
Essential Functions
- Assists the Airport Contracts Section Manager to establish and maintain project control and fiscal records. This helps to furnish accurate and detailed financial information for all phases of airport improvement projects.
- Assists with the preparation and monitoring of pay requests to airport sponsors, consultants, contractors, and other entities.
- Prepares contract obligation documents and processes payment requests associated with the programs administered by the Division of Aeronautics.
- Monitors and reports receipts, payments, and grant expenditures.
- Prepares required financial reports to state or federal agencies for supervisor approval.
- Retrieves documentation for internal and external auditing requests and assists with developing and monitoring corrective action plans.
- Monitors compliance with special conditions relating to the expenditure of funds as well as regulations and policies related to federal and state requirements.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
Minimum Qualifications
- Completion of a bachelor's degree majoring in accounting, finance, business, business management, public administration, aviation management, or airport management, OR completion of two years of college plus two years of experience with reviewing contracts for compliance, processing invoices for payment, preparing financial reports, supporting the administration of grant programs, or a combination thereof, OR six years of experience with reviewing contracts for compliance, processing invoices for payment, preparing financial reports, supporting the administration of grant programs, or a combination thereof.

- Knowledge and understanding of basic accounting principles.
- Experience with transportation and/or aviation financial assistance or grant programs.
- Proficient with Microsoft Office and Adobe Suite.

- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
