Position Overview   

 

This position functions as a grant manager of the National Highway Traffic Safety Administration (NHTSA) and state funded highway safety grants for the Illinois Department of Transportation’s Bureau of Safety Programs and Engineering (BSPE). The Grant Administrator is responsible for participating in all aspects of the life cycle of highway safety project grants within BSPE and special committee meetings and projects. This position oversees complex, multi-dimensional grants with significant grant budgets. This position uses various technology to carry out duties, such as BSPE grant databases and an electronic grant management system. This position is accountable for the high-level development, management, analysis, research of highway safety projects within the scope of the Illinois Triennial Highway Safety Plan (3HSP). This position participates in highway safety committees and special projects.

Essential Functions

  • Manages highway safety project grants between the Illinois Department of Transportation (IDOT) and local and state agencies throughout the life cycle to ensure compliance and quality control.
  • Attends and participates in special projects and meetings of various highway safety committees, project teams, and stakeholders to contribute to planning and research.
  • Identifies significant highway safety problems through crash data analysis, identifies possible countermeasures, and helps to develop projects with local and state agencies.
  • Plans, prioritizes and manages multiple simultaneous projects and deadlines while ensuring the diverse range of projects assigned meets established performance measures.
  • Manages project grant budgets, reviews and approves claims and invoices for reimbursement, conducts on-site and desk monitoring, and maintains comprehensive electronic project files to ensure all requirements are met.
  • Serves as a liaison with federal, state, local, and private entities to cultivate productive partnerships.
  • Maintains knowledge of current topics relating to assigned grants, special interest groups and other highway safety issues via technical and industry journals and various publications.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Minimum Qualifications

Completion of a bachelor’s degree majoring in business, management, public administration, finance, accounting, political science, or criminal justice PLUS two years of experience grant writing, grant administration, administering highway safety grants, processing grant claims or invoices, managing programs, managing projects, promoting programs, conducting safety related presentations, and developing relations for grants or programs, or a combination thereof; OR eight years of experience with grant writing, grant administration, administering highway safety grants, processing grant claims or invoices, managing programs, managing projects, promoting programs, conducting safety related presentations, and developing relations for grants or programs, or a combination thereof.

Preferred Qualifications

  • Knowledge of grant administration practices at the local, state and federal level.
  • Experience working with highway safety related grants, projects, and programs.
  • Ability to analyze and compile information and prepare written reports.
  • Ability to comprehend and make inferences from legal and administrative written materials.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to maintain harmonious relationships with internal and external stakeholders.
  • Strong organizational skills.
