Position Overview
The Office of Fiscal Services (OFS) is seeking to hire a dynamic, organized, detail-oriented manager in the Medical Grant Reporting Unit to review, discuss and assist Manager in providing advice and assistance on complex accounting problems and implementation of new procedures, recommendations and programs relative to Grant Reporting. Reviews and analyzes financial legislation, Comptroller rules and regulations, Federal and State rules, regulations and guidelines for impact on the operations of the Grants. This position will monitor and review Medicaid system to ensure proper procedures are adhered, monitors and reviews Medicare Part A and Part B ensuring proper rate setting requirements are adhered.
Essential Functions
- Serves as Grant Reporting Manager.
- Serves as full-line supervisor.
- Monitors and Reviews Medicaid system to ensure proper procedures are adhered, monitors and reviews Medicare Part A and Part B ensuring proper rate setting requirements are adhered.
- Prepares the Quarterly Statement of Expenditures for various grants/programs, plans for costing administrative expenditures to various programs administered by the Department for claiming federal funds.
- Manages the preparation, analysis and reporting of information for Federal matching and the estimation of Federal Financial Participation (FFP) expenditures including the operation of claims enhancement, exploratory sampling for claims enhancements, and the establishment of sampling designs for Federal and State audit exceptions.
- Assists in the preparation of Quarterly Estimate of Expenditures for various administrative programs.
- Monitors and reviews administrative line item appropriations for expenditures qualifying under the various federally funded programs according to federal regulations, State Plan and Cost Allocation Plan.
- Monitors Department’s organizational changes and their effect on programs administered with respect to identifying costs for federal reimbursement.
- Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with course work in business administration, accounting, finance or economics.
- Requires three (3) years of progressively responsible administrative experience in Fiscal Management, Accounting or Budgeting.
Preferred Qualifications
- Three (3) years of professional accounting experience preparing, verifying and reconciling federal financial reports relative to grants.
- Three (3) years of professional experience developing financial reports or statements.
- Three (3) years of professional experience providing advice and technical assistance on complex accounting problems.
- Three (3) years of professional experience working with Medicare and Medicaid policies.
- Three (3) years of professional experience recommending and implementing new procedures and programs relative to federal grants for a public or private organization.
- Three (3) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff and approving time off.
