Position Overview

The Executive I position with the Office of Community Assistance (OCA) serves as a fiscal monitor for approximately 34 local service providers who serve as grantee throughout the state that administer the low-income assistance programs operated by the Office of Community Assistance (OCA). The ideal candidate will have experience in auditing or fiscal monitoring that will position them to perform fiscal reviews of the financial records and procedures for over $400 million in grant funding for low-income programs administered by the statewide network of grantees. The Office of Community Assistance (OCA) offers a professional atmosphere with a team of dedicated staff. Essential Functions

  • Conducting on-site fiscal analysis and monitoring of grantees.
  • Gathers information for comprehensive monitoring reports to summarize the results of grantee agency fiscal monitoring.
  • Coordinates with Fiscal Operations Unit managers on specific financial aspects of agency operations.
  • Provides guidance in the development of policies, forms, procedures and strategies for grantees based on fiscal monitoring results or as requested by grantees, or internal management.
  • Gathers grantee financial records and required information for fiscal monitoring.
  • Attends workshops that provide grantee technical assistance.
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires the knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
  • Requires prior experience equivalent to one (1) year of responsible administrative experience in a public or business organization or completion of an agency-approved professional management training program.

Specialized Skills

  • Requires one (1) year of professional experience with fiscal monitoring of state and federal grant recipients.
  • Requires one (1) year of professional experience with the review of ledgers, expenses, and audit reports.
  • Requires one (1) year of professional experience in the review and interpretation of federal and state statutes and regulations regarding use of state and federal grant funds.
  • Requires one (1) year of professional experience with written and oral communication skills including monitoring reports, written procedures and in-person technical assistance.
  • Requires one (1) year of professional experience with the development and maintenance of tools utilized in fiscal monitoring of state and federal grantees.

Preferred Qualifications

  • Prefers one (1) year of professional experience with fiscal monitoring of state and federal grant recipients.
  • Prefers one (1) year of professional experience with the review of ledgers, expenses, and audit reports.
  • Prefers one (1) year of professional experience in the review and interpretation of federal and state statutes and regulations regarding use of state and federal grant funds.
  • Prefers one (1) year of professional experience with written and oral communication skills including monitoring reports, written procedures and in person technical assistance.
  • Prefers one (1) year of professional experience with the development and maintenance of tools utilized in fiscal monitoring of state and federal grantees.
  • Prefers advanced level of knowledge in computer software including Excel and Word.
  • Prefers one (1) year of experience working with the Low Income Home Energy Assistance Program (LIHEAP), Illinois Home Weatherization Assistance Program (IHWAP) and the Community Services Block Grant (CSBG) programs.

Conditions of Employment

  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. 
  • Requires appropriate, valid driver’s license.
