Position Overview
The Division of Substance Use Prevention and Recovery is seeking to hire a Grant Implementation Specialist. As a grant expert and financial resource, this position provides technical assistance in all phases of the grant management process, including Pre-award, Post Award, and Closeout. Many systems are utilized in the process. Examples of some of the systems include Community Service Agreement (CSA) Tracking System, Illinois Accountability, Credibility, Transparency and Sustainability (ACTS), Enterprise Resource Program (ERP), and Systems, Applications, Products (SAP). It will be necessary for the position to provide technical assistance on these systems and others to Department funded entities, service facilitators, other community service agencies and Division staff. Other responsibilities include monitoring and tracking Division grant funding awarded to provider agencies; using data compilation, utilizing scenarios and presentation techniques to prepare documentation and systems entries to initiate contract dollar amount changes; preparing modification documents, Procurement Business Case Forms (PBCs), Contract Adjustment and Approvals Forms (CAAFs) and other related forms to properly process these transactions; and working with the Office of Fiscal Services, Office of Contract Administration, and the SUPR representative on overall contract processing issues and procedures.
Essential Functions
- Serves as a Grant Implementation Specialist for the Division of Substance Use Prevention and Recovery (SUPR).
- Maintains effective Fiscal Risk Assessment that allows for the development of grantee risk profiles to be used to mitigate circumstances of potential fraud, waste, and abuse.
- Monitors and tracks Division grant funding awarded to provider agencies.
- Uses data compilation, scenarios, and presentation techniques to prepare documentation and systems entries to initiate contract dollar amount changes.
- Works with DHS Office of Fiscal Services and OCA and the SUPR representative on overall contract processing issues and procedures.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years college, preferably with coursework in business or public administration.
- Requires one (1) year of responsible administrative experience in a public or business organization OR completion of an agency approved professional management training program.
Specialized Skills
- Of the one (1) year of administrative experience, requires one (1) year of experience in federal fiscal grants management.
Preferred Qualifications
- One (1) year of professional experience in federal fiscal grants management.
- Three (3) years of professional experience utilizing a personal computer, and working with Excel, Access, and SAP.
- Three (3) years of professional experience working with the principles and practices of public and business administration.
- Three (3) years of professional experience utilizing the functions of state government and of the character of relationships between the executive branch with the other branches, and between the State and higher and lower levels of government.
- Three (3) years of professional experience developing and managing a small agency function program.
- Three (3) years of professional experience analyzing administrative problems and adopting an effective course of action.
Conditions of Employment
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
