Position Overview
The Division of Behavioral Health and Recovery is seeking to hire an energetic and detail-oriented Grant Implementation Specialist. The Specialist conducts analytical reviews of fiscal activity to verify that vouchers are properly charged to the correct awards; reconciles and prepares close-out reconciliation reports and other financial reports, on the Systems, Applications and Products (SAP) and Enterprise Resources Planning Program (ERP); receives and processes manual vouchers from contractor’s audits and reconciles vouchers for accuracy, prepares coding sheets for operations vouchers and prepares monthly “Public Voucher for Purchases and Services other than Personal” as well as summary forms to enable cost reimbursement related to administrative expenditures; conducts external and internal quality assurance audits to ensure office compliance with existing regulations and policies; and verifies and analyzes payroll charges to DBHR funds to determine the amount to be charged to the various awards.
Essential Functions
- Serves as a Grant Implementation Specialist for Illinois Department of Human Services (IDHS)/ Division of Behavioral Health and Recovery (DBHR), Office of Opioid Settlement Administration, performing federal fiscal grant management.
- Reconciles and prepares close-out reconciliation reports and other financial reports, on the Systems, Applications and Products (SAP) and Enterprise Resources Planning Program (ERP).
- Prepares coding sheets for operational vouchers and prepares monthly “Public Voucher for Purchases and Services other than Personal” as well as summary forms to enable cost reimbursement related to administrative expenditures.
- Conducts external and internal quality assurance audits to ensure office compliance with existing regulations and policies.
- Verifies and analyzes payroll charges to DBHR, Office of State Opioid Administration, funds to determine the amount to be charged to the various awards.
- Utilizes Microsoft Excel and Access to provide technical assistance and analytical support to Agency users of the accounting system utilizing the Accounting System Help Desk.
- Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with coursework in business or public administration.
- Requires one (1) year of responsible administrative experience in a public or business organization, OR completion of an agency approved professional management training program.
Specialized Skills
- Of the one (1) year of required experience, requires one (1) year of experience performing federal fiscal grant management, collaborating on discrepancies, and reconciling and preparing close-out reconciliation and other financial reports for a public organization.
Preferred Qualifications
- One (1) year of professional experience performing federal fiscal grant management, collaborating on discrepancies, and reconciling and preparing close-out reconciliation and other financial reports for a public organization.
- Two (2) years of professional experience preparing coding sheets for operational vouchers and preparing monthly summary purchase forms to enable cost reimbursement related to administrative expenditures.
- Two (2) years of professional experience conducting external and internal quality assurance audits to ensure office compliance with existing regulations and policies.
- Two (2) years of professional experience utilizing Microsoft Excel and Access to provide technical assistance and analytical support to accounting system users.
- Two (2) years of professional experience verifying and analyzing payroll charges for public or private organizational funds to determine the amount to be charged to the various awards, resolving discrepancies and reconciling fund balances.
Conditions of Employment
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
