Position Statement: The Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) is seeking a Hiring Manager. This position performs highly complex, professional Human Resources functions and serves as the Hiring Manager for the agency. The ideal candidate will have extensive experience in the field of Human Resources specifically with respect to following the provisions of competitive selection, interview, and hiring processes while serving as a supervisor. The Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) is a team of dedicated public servants who are committed to better preparing the State of Illinois for natural, manmade, or technological disasters, hazards, or acts of terrorism. IEMA-OHS coordinates the State's disaster mitigation, preparedness, response and recovery programs and activities, functions as the State Emergency Response Commission, and maintains a 24-hour Communication Center and State Emergency Operations Center (SEOC). The SEOC acts as lead in crisis/consequence management response and operations to notify, activate, deploy, and employ state resources in response to any threat or act of terrorism. IEMA-OHS assists local governments with multi-hazard emergency operations plans and maintains the Illinois Emergency Operations Plan. IEMA-OHS is also responsible for protecting Illinois residents from the potentially harmful effects of ionizing radiation, administering more than two dozen programs to protect citizens and the environment. Programs include extensive emergency planning and response efforts and training for local responders for accidents involving radiation; inspecting and regulating radioactive materials licensees; registering and inspecting radiation producing equipment and facilities statewide; accrediting medical radiation technologists; and certifying mammography facilities. IEMA-OHS also monitors 11 nuclear power reactors at six nuclear stations licensed to generate electricity in Illinois and inspects and escorts spent nuclear fuel shipments.

Essential Functions
- Serves as the HR Hiring Manager for the Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS).
- Serves as a full line supervisor.
- Serves as a subject matter expert (SME) to IEMA-OHS administration and supervisors, advising on all hiring related issues.
- Serves as the backup Labor Relations Administrator.
- Develops and updates reports, records and statistics, often of a highly sensitive and confidential nature, relating to position vacancies and hiring.
- Reviews and responds to audit requests in accordance with Agency and CMS requirements.
- Ensures proper training of employees in work procedures and practices.
- Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization.
Preferred Qualifications
- Five (5) years of professional experience in Human Resources with the start to finish hiring process.
- Three (3) years of prior experience interpreting and implementing collective bargaining agreements related to the hiring process.
- Three (3) years of experience with interpreting and following the Personnel Code, Governor's Comprehensive Employment Plan for Agencies Under the Jurisdiction of the Governor, Executive/Administrative Orders or equivalent rules related to business or private employee hiring.
- Two (2) years of professional experience supervising staff.
- Three (3) years of experience working with auditors and a variety of other individuals, such as administration and management, hiring managers, agency labor staff.
- Five (5) years of experience using personnel systems such as HRIS, IMSH/PEERS, EELS, Docuware, and Success Factors or public or business organization equivalent systems.
- Three (3) years of professional recruiting, sourcing, and talent acquisition experience.
- Two (2) years of professional experience in a private or public organization maintaining confidentiality and handling of sensitive information with professionalism.
Conditions of Employment
- Requires a criminal history check through the Illinois State Police.
- Requires the ability to use state issued equipment, such as a cell phone or laptop.
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
- Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
