Position Overview

The Illinois Department of Public Health is seeking a highly motivated individual to perform the duties of the HIV Housing Coordinator. Under the direction of the Illinois Ryan White Care and Data Coordinator, this position is responsible for the overall statewide HIV Housing coordination. Responsible for the administering and management of the housing funds for Housing Opportunities for Persons with AIDS (HOPWA) program, and housing funds within the Ryan Part B program. This position also assists with the quality assurance and improvement activities associated to the Ryan White Program and have particular oversight for those HIV Housing Programs.

Essential Functions

  • Manages, administers, plans, evaluates, and executes HIV Housing funds available through Housing and Urban Development (HUD) Housing Opportunities for Persons with AIDS (HOPWA) and through Health Resources and Services Administration (HRSA) Ryan White Part B program and any supplemental state funding.
  • Serves as the Program’s representative on the state Agencies Housing committee sponsored and staffed by the Illinois Housing Development Authority to establish, maintain, and obtain an understanding of the various organizations and agencies involved in housing activities statewide.
  • Develops and utilizes professional channels of communication with State, Federal, and local agencies to plan and implement strategies to meet the housing needs of persons living with HIV/AIDS.
  • Evaluates, updates, and revises quality management program guidelines and rules to reflect most current Department policies, as well as changes in HIV HOPWA through HUD and HRSA programmatic and reporting requirements.
  • Utilizing knowledge of HIV care delivery models to establish and implement standards involving health care delivery systems and managed care programs for evaluating compliance and quality assurance within each HIV Care Connect region.
  • Travels to attend regional advisory board meetings, meetings of directly funded grantees, and trainings conducted by directly funded grantees.
  • Assists in coordinating and completing the applications for funding opportunity announcements as necessary to maintain and increase program funding, and develops, manages, and tracks all Ryan White HIV/AIDS program request for applications (RFA) and grant agreements.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to four (4) years of college, preferably with courses in public administration or public/community health.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in public/community health with emphasis in public housing management.

Preferred Qualifications

  • One (1) year professional experience understanding and interpreting public health/social science education literature and statistical analysis for the purpose of program design and management of public health and housing service deliverables.
  • One (1) year experience working with protected health information and requirements associated with managing health information in a confidential manner.
  • One (1) year experience planning, developing, and executing state sponsored grant applications with HIV/AIDS programs or other related public health grant management.
  • One (1) year experience providing public presentations with program constituents or medical providers.
  • One (1) year experience using Microsoft Office products and data system management.
