We are hiring a Human Resources Recruitment & Retention Manager (Public Service Administrator Opt. 1) for our Springfield, Illinois, location. This position is responsible for statewide recruitment and retention efforts and establishing and maintaining networks with universities and community organizations through engagement and correspondence. Essential Functions
- Under administrative direction, as the Human Resources (HR) Recruitment & Retention Manager develops, coordinates, and maintains statewide recruitment efforts on behalf of the Illinois Department of Revenue (IDOR).
- Collaborates with leadership to develop retention strategies, identifying key factors that influence employee turnover.
- Serves as a full line supervisor.
- Directs, coordinates, and participates in a variety of special projects, many of which are of a sensitive and confidential nature.
- Serves as a representative of the HR office for IDOR.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with courses in business or public administration.
- Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization.
Preferred Qualifications
- Three (3) years of professional experience performing recruitment for an organization through attendance at job fairs and speaking with potential candidates.
- One (1) year of experience conducting recruitment and retention functions and/or enhance engagement efforts with the public.
- Three (3) years of experience using technology to arrange, participate, and lead virtual presentations.
- Three (3) years of experience overseeing projects from start to completion, while managing schedules & timelines.
- Two (2) years of experience working in a Human Resources office reviewing employment applications, processing hiring or transactions documentation, interviewing candidates, or similar HR functions.
- Three (3) years of experience gathering, compiling, generating, and analyzing statistical data shared with leadership.
- Two (2) years of experience supervising staff (i.e., approving time off, enforcing discipline, training, providing feedback, etc.).
Conditions of Employment
- Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
- Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
- Requires the ability to use and secure a state issued mobile device, e.g., cellular phone, laptop computer, tablet, etc.
- Overtime is a condition of employment, and you may be requested or required to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
