Job Responsibilities

Under general direction, performs complex, specialized paraprofessional personnel functions for the Office of Employee Services and the Leave of Absence/FMLA Unit in particular; utilizes a personal computer to develop, establish, and maintain a system for tracking and processing leave of absence data on a statewide basis; composes and keyboards a variety of materials; maintains confidential files and makes copies of materials; answers phones and directs callers to appropriate staff; provides assistance to the Leave of Absence/FMLA Administrator by preparing and mailing letters to employees in leave of absence status; provides assistance to the Sick Advancement and Sick Bank Coordinator by reviewing submitted applications; serves as backup for phone coverage; serves as backup timekeeper.
 

1. Performs complex, specialized paraprofessional personnel functions for the Office of Employee Services and the Leave of Absence/FMLA Unit in particular; utilizes a personal computer to develop, establish, and maintain a system for tracking and processing leave of absence data on a statewide basis; reports discrepancies and variations from standards to the Leave of Absence Coordinator and the Leave of Absence/FMLA Administrator.

 

2. Composes and keyboards a variety of materials, such as correspondence, memoranda, various personnel-related forms, statistical reports, and vouchers; proofs materials to ensure accuracy of content, grammar, and spelling; maintains confidential files and makes copies of materials; sorts and distributes mail and incoming faxes and prepares materials for mailing; gathers, compiles, and organizes information and statistics and composes reports; archives files and provides general office support for the unit and division; answers phones and directs callers and visitors to appropriate staff; answers general inquiries and provides general information regarding leave of absence/FMLA procedures; provides assistance with special projects for the Office of Employee Services.

 

3. Provides assistance to the Leave of Absence/FMLA Administrator by preparing and mailing letters to employees in leave of absence status, filing leave of absence documents, assisting with developing and mailing AEP packets, and copying letters and other documentation

4. Provides assistance to the Sick Advancement and Sick Bank Coordinator by reviewing submitted applications; obtains and reviews employee time balance for indication of time abuse; prepares letters and correspondence to CMS; submits packets as requested; notifies employee, personnel liaison, and chain of command of CMS determinations regarding the awarding of sick advancement/sick bank; makes updates to the OES system.

 

5. Serves as backup for providing phone coverage and sorting/distributing incoming mail for the office; serves as backup for creating ID badges for downstate employees.

 

6. Serves as backup timekeeper for the Springfield Personnel Office; records benefit time use; completes monthly timekeeping reports; adjusts timekeeping records with central office; responds to inquiries relating to timekeeping issues; serves as liaison with Payroll Unit with regard to timekeeping issues.

 

7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

 

Minimum Qualifications

1. Requires the ability to keyboard accurately at 30 wpm

2. Requires working knowledge of human resources programs, rules, and regulations

3. Requires ability to establish and develop written instructions and procedures

4. Requires ability to operate a personal computer and human resource systems and software programs

Education Degree

  • Requires knowledge, skill and mental development equivalent to completion of two years of college or satisfactory completion of an approved training program.
