We are looking for an energetic individual who enjoys working in an enthusiastic and team environment! The successful candidate will serve as a Contractual Rights Hiring Representative for the IL Department of Innovation and Technology in the Human Resources division, performing professional contractual rights hiring related assignments. Duties include, but are not limited to the following: Performs all aspects of the contractual rights hiring; Posts vacancies, collects applications, distributes job notifications, conducts reference checks, and processes hiring sequences for union positions, including Upward Mobility; Interprets Executive/Administrative Orders, laws, rules, collective bargaining agreements, policies and procedures to management and staff with respect to filling vacancies; Utilizes the Personnel Examination and Eligibility Records System (PEERS) to obtain personnel information, Success Factors to post vacancies electronically, Human Resources Information System (HRIS) to track and log information pertaining to hiring sequences, and other systems/ spreadsheets/ documents as needed in the performance of posting and filling vacancies; Serves as a contractual rights liaison and primary contact person; Provides assistance to staff regarding contractual rights hiring related inquires; Prepares and distributes to Agency Transactions the finalized hiring packets; Prepares, maintains and stores a variety of HR records and files. Job Responsibilities

40% Under general direction, serves as a Contractual Rights Hiring Representative, independently performing all aspects of the contractual rights hiring process for the Department of Innovation and Technology (DoIT):

  • Posts vacancies, assembles bid records, distributes job notifications, conducts reference checks, and processes hiring sequences for union positions, including Upward Mobility.
  • Interprets Executive/Administrative Orders, laws, rules, collective bargaining agreements, policies and procedures to management and staff with respect to filling vacancies.
  • Utilizes the Personnel Examination and Eligibility Records System (PEERS) to obtain personnel information, Success Factors to post vacancies electronically, Human Resources Information System (HRIS) to track and log information pertaining to hiring sequences, and other systems/spreadsheets/documents as needed in the performance of posting and filling vacancies.
  • Conducts research on status of positions, etc.
  • Compiles and prepares bid records; reviews to ensure they are prepared and processed within the perimeters of the Personnel Code, Rules, Pay Plan and collective bargaining agreement.
  • Formally offers positions to employees.

30% Serves as a contractual rights liaison and primary contact person:

  • Provides assistance to DoIT management/supervisors, CMS, HR staff and others regarding contractual rights hiring related inquires.
  • Interprets and explains personnel policies and procedures.
  • Utilizes PEERS, HRIS, Share Point and various other systems/spreadsheets.
  • Coordinates with HR staff to address contractual rights related issues.
  • Coordinates related paperwork between appropriate parties.
  • Composes correspondence often of a sensitive nature concerning hiring/posting/processes.

Job Responsibilities continued

10% Prepares and distributes to Agency Transactions the finalized hiring packets, ensuring accuracy of the hiring sequence, and completeness of the hiring file.

10% Prepares, maintains and stores a variety of HR records and files:

  • Makes necessary or mandated adjustments to HR records and files.
  • Reviews data incorporated into postings, bid records, interview packets, files, and records to ensure accuracy and validity.
  • Reviews files and records to ensure they are up-to-date.

5% Prepares reports, correspondence and memorandums, etc., for management approval to address management and/or other stakeholder requests:

  • Attends meetings; travels to meetings when necessary.

5% Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

 

Knowledge, Skills, and Abilities

Minimum Qualifications:

  1. Requires knowledge, skill and mental development equivalent to completion of four years of college.
  2. Requires one year of professional experience, preferably in human resources

                   OR

             Satisfactory completion of an approved training program. 

Preferred Qualifications (In Order of Significance):

  1. Working knowledge of the IL Personnel Code, Rules, Position Classification Plan, Pay Plan, Collective Bargaining Contracts.
  2. One (1) year of professional experience with contractual rights hiring.
  3. One (1) year of professional experience utilizing the IL Personnel Examination and Eligibility Records System (PEERS), or similar system.
  4. One (1) year of professional experience utilizing the IL Human Recourses Information System (HRIS), or similar system.
  5. One (1) year of professional experience utilizing the Success Factors Recruitment system.
  6. One (1) year of professional experience utilizing personnel-related computer systems.
  7. One (1) year of professional experience utilizing Microsoft Office Suite. 

 

Conditions of Employment

  1. Requires ability to travel.
  2. Requires ability to pass a name-based background check.
  3. Requires use of agency-supplied equipment (mobile phone, laptop, etc.).
