Position Overview

Under direction, assists with the integration of recruitment and selection activities and projects; establishes and maintains effective working relationships and public relations with private and public organizations in order to recruit and interview potential candidates for the Department.  Serves as Rutan-certified interviewer. Travels in the performance of duties.

Job Responsibilities

40%       1.  Conducts structured interviews, selection and hiring coordination activities.  Applies rules and procedures to eligibles lists. 

 

20%       2.  Scores and ranks candidates, recommends the highest ranking candidate for employment.  Verifies appropriate appointment papers are received from the hiring unit to complete the hire.  Completes all necessary Rutan paperwork.  Maintains a complete file on all hires.  Updates reports and databases using Microsoft Access and Excel programs.

 

15%       3.  Assists in preparation and the conducting of workshops and career fairs for the potential candidates and hard to recruit titles in Department of Human Services (DHS).  Prepares materials for statewide presentations at workshops and job fairs. Discusses job opportunities within DHS and explains the Central Management Services (CMS) grading/application system to interested parties. 


10%       4.  Assists supervisor on the integration of recruitment activities with the hiring and selection process for the Department.   Searches, monitors and evaluates program operations.  Provides advice and recommendations to management specific to human resources administrative activities linked to recruitment and selection.  Travels in the performance of duties. 

 

10%       5.  Establishes and maintains effective relations with agency divisions, officials of other agencies, other states and statewide community-based organizations.

 

 5%        6.  Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to completion of four years college.
  2. Requires one year of professional experience, preferably in human resources, or satisfactory completion of an approved training program. 

Knowledge, Skills, and Abilities

  • Requires working knowledge of the Personnel Code, Rules, Collective Bargaining Contracts, departmental policies, and procedures.
  • Prefers experience as a Certified Rutan Interviewer. 

Conditions of Employment

  • Requires ability to travel.
  • Requires possession of a valid driver's license.
