About this position

Under direction, performs complex technical and specialized group insurance functions; coordinates the statewide operation of the group insurance program; implements established procedures; confers with management and outside entities concerning program issues; processes insurance data provided; consults on an individual and/or group basis to resolve insurance issues. Processes the Flexible Spending Accounts and Transportation Benefit Program; researches to resolves the Group Insurance Financial Control System insurance discrepancies and takes appropriate action; prepares and processes the Illinois Toll Highway Authority reimbursement billing for the employees in their authority.

Job Responsibilities

1. Coordinates the statewide operation of the group insurance program involving state health, life, dental and vision insurance for employees-of the Illinois State Police. Updates all insurance data as needed; implements established procedures in coordination with the State's third party administrator.

 

2. Provides information and coordinates enrollment and changes for all new hires; annual Benefits Choice election period; qualifying event changes to existing coverage, in addition to the semi-annual recertification process; verifies all personnel and timekeeping data is processed accurately on the Group Insurance system. Provides division liaisons with direction and advice concerning insurance enrollment and coverage.

 

3. Provides employees with optimum service on unusual claim issues/problems; gathers and reviews data; investigates facts from employees and insurance carriers to resolve denied/problem claims; conducts presentations to new hires; provides individual consultation to employees as well as employees' survivors regarding insurance benefits.

 

4. Coordinates the Flexible spending accounts and transportation Benefit Program; advises employees of program, objectives; serves as a liaison with CMS concerning problems with participant enrollment, benefits, etc. Ensures payroll is notified of applicable changes timely.

 

5. Reviews the Group Insurance Financial Control System to resolve insurance discrepancies and takes the appropriate action; works closely with payroll to ensure the proper deductions are applied.

 

6. Researches, prepares, and processes reimbursement billing for sworn employees assigned to the Illinois Toll Highway Authority in accordance with established guidelines.

 

7. Other duties as assigned or required.

Minimum Qualifications

  1. Requires knowledge, skill and mental development equivalent to completion of four years of college and one year of professional experience, preferably in human resources, or satisfactory completion of an approved training program.

Knowledge, Skills and Abilities

  1. Requires working knowledge of1llinois State Government. Requires working knowledge of the State of Illinois Group Insurance Program, Personnel Code, Rules, Position Classification Plan, Pay Plan, Collective Bargaining contacts, departmental policies and procedures.
  2. Prefers working experieoce with the State of Illinois Group Insurance Program.
