The Department of Revenue has an opening for Human Resources Representative who will perform timekeeping, benefits and payroll functions for the agency. The ideal candidate will possess the ability to multi-task highly technical functions within a fast-paced office. High organization skills and experience with timekeeping, benefits, and payroll functions will prove beneficial.

Job Responsibilities
- Under direction, administers master timekeeping functions for the Illinois Department of Revenue (IDOR).
- Provides advice and counseling to managers and personnel of IDOR for available benefits pertaining to health, life, dental, flexible spending plans for dependent care and medical expenses, extension of benefits provisions, State Retirement System benefits, deferred compensation, employee voluntary payroll authorizations and other benefits offered to State employees.
- Confers with supervisors/management staff and employees, gathers information data, and/or solicits input to resolve payroll issues.
- Participates in new employee orientation training to answer questions on the completion of onboarding documents and to collect the documents for processing.
- Assists in training for all new timekeepers for the Program Areas served on the Central Time and Attendance System (CTAS) as well as provide training on new coding, entry, use, etc. (i.e. furlough).
- Establishes and maintains an extensive variety of timekeeping, benefits, and payroll records and files including but not limited to insurance, accrued absence, overtime authorizations, potential abuse of time, adjustment forms/reports, etc., CMS-2s, payroll deduction requests, direct deposit authorization, communication to, from, and regarding employees.
- Prepares reports, correspondence, memorandums, charts, graphs, etc. to address management and/or other stakeholder requests.
- Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four years of college and one year of professional experience, preferably in human resources, or satisfactory completion of an approved training program.
Preferred Qualifications
- Two (2) years of experience working with the Personnel Code, Personnel Rules, Position Classification Plan, Pay Plan, Collective Bargaining Contracts, Federal Merit Standards, Equal Employment Opportunity Act and Civil Rights Act and guidelines derived therefrom; and departmental policies, procedures and processes.
- Two (2) years of experience managing multiple projects from start to finish.
- One (1) year of experience working in a timekeeping position in a public or private organization.
- One (1) year of experience working with benefits/group insurance in a public or private organization.
- One (1) year of experience working in a payroll position in a public or private organization.
- One (1) year of experience calculating and tracking overtime, temporary assignment and dockage in a timekeeping and payroll systems.
- One (1) year of experience making payroll adjustments, general salary increases, step increases, regular increases and supplemental increases in a system with union and non-union employees.
- Advanced proficiency using Microsoft Excel or similar spreadsheet software.
- Two (2) years of experience organizing, analyzing and filtering information/data to assist stakeholders, complete projects and produce reports.
- Two (2) years of experience creating, reviewing and editing reports from multiple sources and verifying information.
Conditions of Employment
- Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
- Requires the ability to use and secure a state issued mobile device, e.g., cellular phone, laptop computer, tablet, etc.
