Position Overview

 The Office of Human Resources, Bureau of Payroll and Benefits, is seeking to hire a Human Resources Representative to perform highly complex and specialized duties relating to payroll functions for assigned areas of Department of Human Services (DHS).  The Human Resources Representative will be responsible for advising employees of procedures/policies to be followed in payroll to ensure compliance with Personnel Code, Personnel Rules, Pay Plan, and respective collective bargaining agreements.  In addition, the Human Resources Representative will prepare payroll vouchers for submission to the Comptroller’s Office for processing payroll warrants each pay period; organize and assist with preparing supplemental payrolls; assist lower-level staff, answering questions and providing leadership and guidance on more difficult assignments. 

Job Responsibilities

  1. Performs highly complex and specialized duties relating to payroll functions for assigned areas of Department of Human Services (DHS).

  2. Prepares payroll vouchers for submission to the Comptroller’s Office for processing payroll warrants each pay period.

  3. Organizes and assists with preparing supplemental payrolls.

  4. Assists lower-level staff, answers questions and provides leadership and guidance on more difficult assignments.

  5. Prepares letters, memorandums, reports, etc. for supervisors/managers, employees, attorneys, auditors, etc.  

  6. Completes employment verification requests.

  7. Presents new and existing timekeeping training curriculum and materials for Payroll and Timekeeping System users statewide, including travelling between the agency’s office locations.

  8. Assists Benefit staff to ensure accurate payroll processing of group insurance for the Department.

  9. Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.

  2. Requires one (1) year of professional experience, preferably in human resources or satisfactory completion of an approved training program.

Preferred Qualifications

  1. Three (3) years of professional experience working with a payroll system for a public or private organization, including preparing payroll vouchers and back wage claims.

  2. Three (3) years of professional experience working with Personnel Code, Personnel Rules, Pay Plan, and respective collective bargaining agreements or similar rules and regulations for a public or private organization.

  3. One (1) year of professional experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills while multi-tasking multiple projects.

  4. One (1) year of professional experience communicating in oral and written form with both internal and external stakeholders relative to payroll processing, policies, and procedures for a public or private organization.

  5. One (1) year of professional experience developing reports and written documentation for a public or private organization.

  6. Three (3) years of professional experience analyzing payroll information for accuracy and validity of data for a public or private organization.

  7. One (1) year of professional experience providing leadership and guidance to other staff.

Conditions of Employment

  1. Requires the ability to travel in performance of job duties, with overnight stays as appropriate.
  2. Requires the ability to communicate effectively both orally and in writing.
