Position Overview
The Office of Human Resources, Bureau of Payroll and Benefits, is seeking to hire a Human Resources Representative to perform highly complex and specialized duties relating to payroll functions for assigned areas of Department of Human Services (DHS). The Human Resources Representative will be responsible for performing complex and confidential payroll functions. Confers with supervisors/management staff and employees, gathers information data and/or solicits input to resolve payroll issues. Prepares payroll vouchers for submission to the Illinois Office of the Comptroller for processing payrolls warrants each pay period. Prepares and processes back wage claims for submission to the Department of Central Management Services. Organizes and assists with preparing supplemental payrolls. Maintains all related records and audit documents. Assures the accuracy and validity of data reflecting payroll transactions. Assists lower-level staff, answers questions and provides leadership and guidance on more difficult assignments. Prepares letters, memorandums, reports, etc., for supervisors/managers, employees, attorneys, auditors, etc. Presents new and existing timekeeping training curriculum and materials to Payroll and Timekeeping System users statewide, including travel between agency office locations.
Essential Functions
- Performs highly complex and specialized duties relating to confidential human resources functions for the Bureau of Payroll and Benefits.
- Provides professional assistance to higher level human resources staff.
- Assembles payroll vouchers for submission to the Comptroller’s Office for processing payroll warrants.
- Keeps inventory of supplies on hand for the office.
- Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.
- Requires one (1) year of professional experience, preferably in human resources or satisfactory completion of an approved training program.
Preferred Qualifications
- Three (3) years of professional experience working with a payroll system for a public or private organization, including preparing payroll vouchers and back wage claims.
- Three (3) years of professional experience working with Personnel Code, Personnel Rules, Pay Plan, and respective collective bargaining agreements or similar rules and regulations for a public or private organization.
- One (1) year of professional experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills while multi-tasking multiple projects.
- One (1) year of professional experience communicating in oral and written form with both internal and external stakeholders relative to payroll processing, policies, and procedures for a public or private organization.
- One (1) year of professional experience developing reports and written documentation for a public or private organization.
- Three (3) years of professional experience analyzing payroll information for accuracy and validity of data for a public or private organization.
Conditions of Employment
- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
