Position Overview

The Division of Family & Community Services is seeking to hire a dynamic, organized, detail-oriented Human Resources (HR) Representative for the Bureau of Staff Analyst & Workplace Leave Protection.  The HR representative is responsible for monitoring statewide, the Division’s Temporary Assignment (TA) Pay. The position coordinates statewide requests for hardship/swap activity between Labor Relations, American Federation of State, County and Municipal Employees (AFSCME), Personnel and Regional Office Administrators (ROA)s; manages and monitors the status of statewide Requisitions/Electronic Process for Automated Remittance Services (EPARS) for the Division statewide; and produces reports for Labor Relations regarding TA and grievance statistics.  The Division’s mission is to assist Illinois residents by connecting them with public assistance programs and services.  Through our programs, services and prevention efforts, the Division improves the health and well-being of individuals and promotes self-sufficiency and integrity of families of Illinois.

Essential Functions

  • Utilizes Adobe Pro and Microsoft Office Suite to manage and monitor the status of statewide requisitions/ Electronic Process for Automated Remittance Services (EPARS) for the Division statewide.
  • Responsible for monitoring statewide, the Division’s Temporary Assignment (TA) Pay.
  • Identifies the need to establish new and to clarify position classifications.
  • Coordinates statewide requests for hardship/swap activity between Labor Relations, AFSCME, Personnel and ROAs.
  • Performs other duties as assigned or required, which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.
  • Requires one (1) year of professional experience, preferably in human resources, OR satisfactory completion of an approved training program.

Preferred Qualifications

  • Two (2) years of professional experience working with the Personnel Code, Rules, Position Classification Plan, Pay Plan, Collective Bargaining Contracts, departmental policies and procedures for a public or private organization.
  • Two (2) years of professional experience articulating human resources administration information in descriptive terms to others not versed in the personnel system.
  • Two (2) years of professional experience working with a high volume of information, sorting information into like categories, and verifying by a systematic method the reliability of held information.
  • Two (2) years of professional experience reading, assimilating information and data, and recalling, with a reasonable degree of proficiency, facts and figures.
  • Two (2) years of professional experience presenting facts clearly both orally and in writing.
  • Two (2) years of professional human resources experience for a public or private organization

Work Hours: Monday-Friday, 8:30am-5pm, 1-hour unpaid lunch.
