Position Overview

 

Under general direction of the Classification Supervisor (Public Service Administrator), performs professional, complex classification functions for Public Safety Shared Services Agencies; performs liaison functions with the Department of Central Management Services (CMS) staff; interprets rules, regulations, contracts and policies; provides technical assistance relating to classification issues; serves as a coordinator of the hiring tracking system process for the Classification unit; participates in cross-training.

 

Job Responsibilities

 

  1. Performs complex, specialized professional duties for the effective implementation of personnel operations in the areas of position classification.
  2. Prepares, reviews, clarifies, and abolishes job descriptions for positions.
  3. Performs liaison functions with the CMS staff for the maintenance of the comprehensive classification program for the agencies.
  4. Serves as coordinator of the hiring tracking system on issues related to classification.
  5. Interprets and provides technical expertise applicable to the personnel program, i.e., Personnel Code and Rules, Classification Plan, and various CMS regulatory materials to ensure Department understanding and conformance.
  6. Prepares and maintains organizational charts.
  7. Receives and reviews new monthly allocation lists.
  8. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

 

Minimum Qualifications

 

  1. Requires knowledge, skill and mental development equivalent to the completion of four (4) years of college.
  2. Requires two (2) years of professional human resources experience, in a classification program.

Knowledge, Skills, and Abilities

 

  1. Requires extensive knowledge of the Personnel Code, Rules, Position Classification Plan, Pay Plan, collective Bargaining Contracts, and departmental policies, procedures and processes.
  2. Requires extensive knowledge of the framing of correspondence and reports with grammatical correctness.
  3. Requires extensive knowledge of state government and its processes.
  4. Requires ability to use computer systems, software, templates or other letter/symbol guides.

 

Conditions of Employment

 

  1. Requires ability to pass the IDOC/IDJJ background check.
  2. Requires ability to pass a drug screen. On January 1, 2020, the Cannabis Regulation and Tax Act made it legal for residents over the age of 21 to produce, consume and sell cannabis in Illinois. Please note that although the law has changed, the Department will continue to enforce the Department's zero tolerance Drug Testing policy. The use of unauthorized drugs, including cannabis, by an employee, regardless of the position held is prohibited.
