Position Overview

Under general direction, serves in journey level professional capacity performing complex, specialized, and professional duties relating to payroll functions for assigned areas for the Department of Human Services (DHS).  As lead worker, provides guidance to analyze payroll entries to ensure compliance.  Serves as Payroll Coordinator, providing technical support regarding state-wide policies and procedures for payroll operations.  Compiles and directs the preparation of reporting, relating to payroll processes and composes correspondence.  Confers with managers and supervisors throughout DHS, Comptroller’s Office, State Employees Retirement Systems, Human Resources (HR) Staff, and individual employees.  Trains new payroll staff.

Job Responsibilities

  1. Provides journey level payroll advice and recommendations for DHS management and employees regarding matters of the applications and interpretation of rules, regulations, contracts and policies for payroll.
  2. Serves as Payroll Coordinator, providing technical support regarding state-wide policies and procedures for payroll operations.
  3. Serves as designated lead worker to lower-level staff.
  4. Compiles and directs the preparation of reporting relating to payroll processes.
  5. Confers with managers and supervisors throughout the agency, Comptroller’s Office, State Employees Retirement Systems, HR staff, and individual employees in response to inquiries relative to payroll processes.
  6. Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.
  2. Requires two (2) years of professional human resources experience.

 

Specialized Skills:

  1. Of the two (2) years’ experience, requires two (2) years of recent experience encompassing payroll processing.

Preferred Qualifications

  1. Two (2) years of recent experience encompassing payroll processing.
  2. Two (2) years of professional experience working with Personnel Codes, Rules, Position Classification Plans, Pay Plans, collective Bargaining Contracts, and guidelines derived therefrom, and departmental policies, procedures and processes.
  3. Two (2) years of professional experience framing correspondence and reports with grammatical correctness; state government and its processes.
  4. Two (2) years of professional experience working with computer systems, software, templates or other letter/symbol guides and to instruct others in such equipment usage in Timekeeping and Payroll Systems, Microsoft Office Suite, and Mobius.
  5. Two (2) years of professional experience factoring a project into activities that when organized produce the desired results(s).
  6. Two (2) years of professional experience organizing and analyzing information/data with development of descriptive or quantitative measures, and places information/data into like categories or groupings.

Work Hours:  8:30am - 5:00pm Monday-Friday
