Position Overview
The Office of Human Resources is seeking to hire a Human Resources Specialist to serve in a journey level professional capacity performing complex, specialized professional duties in human resources administration activities for the Bureau of Employee Services, Transactions Unit #B. Serves as professional resource to lower-level staff and other agency staff on transaction activities. Processes performance evaluations and personnel transactions verifying compliance with Rules, Pay Plan, bargaining unit contracts and supplemental procedures, DHS policies and procedures. Serves as liaison between Part B entry to the E-Par system and Post-Interview Form from Bureau of Recruitment and Hiring (BRH). Provides professional human resources assistance to the Bureau of Recruitment and Hiring on hiring activities in accordance with Collective Bargaining Agreements, the Comprehensive Employment Plan, CMS Compliance, and the Bureau of Recruitment and Hiring’s standard procedures. Coordinates with other components of the Office of Human Resources including Labor Relations, Recruitment and Hiring, Classification and Workers Compensation to ensure that all subjects which cross work areas are handled efficiently and timely.
Essential Functions
- Serves in a journey level professional capacity performing complex, specialized professional duties in human resources administration activities for the Bureau of Employee Services, Transactions Unit #B.
- Serves as professional resource to lower-level staff and other agency staff on transaction activities.
- Processes performance evaluations and personnel transactions verifying compliance with Rules, Pay Plan, bargaining unit contracts and supplemental procedures, DHS policies and procedures.
- Serves as a liaison with CMS Transactions staff in processing transactions for the agency.
- Directs the research of information to files and records.
- Provides professional human resources assistance to the Bureau of Recruitment and Hiring on hiring activities in accordance with Collective Bargaining Agreements, the Comprehensive Employment Plan, CMS Compliance, and the Bureau of Recruitment and Hiring’s standard procedures.
- Coordinates with other components of the Office of Human Resources including Labor Relations, Recruitment and Hiring, Classification and Workers Compensation to ensure that all subjects which cross work areas are handled efficiently and timely.
- Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years college.
- Requires two (2) years of professional human resources experience.
Specialized Skills
- Of the two (2) years of professional human resources experience, requires two (2) years of experience preparing and processing personnel transactions for a state agency.
Preferred Qualifications
- Two (2) years of professional experience preparing and processing personnel transactions for a state agency.
- Three (3) years of professional experience working with personnel rules, Collective Bargaining Agreements, Comprehensive Employment Plan or similar compliance rules and regulations for a public or private organization.
- Three (3) years of professional experience in a private or public organization maintaining confidentiality and handling sensitive information with professionalism.
- Three (3) years of professional experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills while multi-tasking multiple projects.
- Three (3) years of professional experience communicating in oral and written from with both internal and external stakeholders for a public or private organization.
- Two (2) years of professional experience providing leadership and guidance to other staff for a public or private organization.
Work Hours: 8:30am - 5:00pm, Monday - Friday
