Human Resources Specialist
Labor Relations
Essential Functions
- Provides technical assistance to management staff on disciplinary matters.
- As assigned, serves as a hearing officer pursuant to the various relevant contractual provisions at the second and third levels of the grievance process.
- Serves as a labor relations liaison, providing technical assistance on all negotiated collective bargaining contracts. state and federal statutes, executive orders, and IGB policies relating to personnel practice.
- In coordination with appropriate management staff, as directed, provides input into labor/management meetings and ongoing informal discussions with union representatives to communicate Department policies and listen to employee concerns.
- Assists in conducting training sessions for management staff regarding contract administration, collective bargaining agreement revisions, and labor relations policies.
- Serves as an active member of the human resources team, providing members with information on various labor relations matters.
- Performs other duties as required or assigned, which are reasonable within the scope of duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four years of college AND
- Two years of professional human resources experience.
Preferred Qualifications
- Prefers two (2) years of experience in a Labor relations position.
- Prefers two (2) years of experience using State of Illinois Personnel Code, Rules, Position Classification Plan, Pay Plan, and Collective Bargaining Contracts or similar legislated/negotiation rules.
- Prefers two (2) years of experience working with personnel-related computer systems, such as, Human Resources Information System (HRIS) or similar personnel software.
- Prefers two (2) years of experience gathering and compiling data for the purpose of generating reports.
- Prefers advanced proficiency using Microsoft Word or similar word processing software.
- Prefers advanced proficiency using Microsoft Excel or similar spreadsheet software.
- Prefers intermediate proficiency with the remaining applications in Microsoft Suite – PowerPoint, Access, Outlook, and Publisher.
- Prefers two (2) years of experience reading, assimilating information and data, and recalling, with a reasonable degree of proficiency, facts and figures.
- Prefers two (2) years of experience articulating collective bargaining unit rules or human resources administration information in descriptive terms to others not versed in the Collective Bargaining unit.
Conditions of Employment
- Requires the ability to pass Illinois Gaming Board’s background investigation (background check).
- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
- Requires appropriate, valid driver’s license.
- Requires proof of current automobile insurance.
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
- Must comply with the State Officials and Employees Ethics Act: No State employee who works for the Illinois Gaming Board, or spouse or immediate family member living with such person shall, during State employment, hold an ownership interest in, other than a passive interest in, a publicly traded company, in any gaming license under the Illinois Gambling Act, the Video Gaming Act, the Illinois Horse Racing Act of 1975, or the Sports Wagering Act.
- Must comply with the Illinois Gambling Act: No person shall be employed to serve the Board who is, or whose spouse, parent or child is, an official of, or has a financial interest in or financial relation with, any operator engaged in gambling operations within this State, or any organization engaged in conducting horse racing within this State.
- Must comply with the Illinois Gambling Act: For the one year immediately preceding employment, an employee shall not have been employed or received compensation or fees for services from a person or entity, or its parent or affiliate, that has engaged in business with the Board, a licensee, or a licensee under the Illinois Horse Racing Act of 1975.
