Position Overview

Serves as the Payroll Specialist for the Division of Human Resources under the Office of the Director. Performs complex, specialized payroll functions. Provides payroll advice and recommendations to management, supervisors, and employees regarding matters of the application and interpretation of rules, regulations, contracts and policies for payroll. Identifies delinquencies, deficiencies, and discrepancies and resolves for corrective action. Provides guidelines and procedure interpretation to facilitate preparation and submission of payroll related data and reports. Coordinates with Information Services on test payroll runs, reviewing audit trails and recommends procedures for problem solving. Assigns, reviews and evaluates the work assignments of staff. Discusses problem areas or complex issues with staff and recommends courses of action. Researches and compiles statistical data and information for special projects. Attends and participates in various internal/external meetings regarding payroll matters to explain and interpret programs and/or obtain information. Ensures the accuracy and validity of data reflecting payroll transactions and ensures current files and records are maintained.

Essential Functions

  • Serves as a Payroll Specialist for the Illinois State Police (ISP) Payroll Office.
  • Coordinates payroll operations.
  • Enters data into the payroll system and verifies payroll tests are completed.
  • Serves as a lead worker.
  • Compiles and directs the preparation of reporting relating to payroll processes.
  • Conducts periodic audits of payroll records to ensure compliance.
  • Performs other duties as assigned or required which are reasonable within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.
  • Requires two (2) years of professional human resources experience.

Specialized Skills

  • Requires two (2) years of hands-on experience utilizing a variety of payroll processing platforms, such as Central Payroll System, WAGE, Domain Name Request Area (DNRA) for ISP sworn timekeeping. Mobius and eTime systems or similar systems.
  • Requires two (2) years of experience executing complex payroll transactions involving overtime computation, back pay calculations, specialty pay differentials, allowances, and supplemental disbursements.
  • Requires two (2) years of experience interpreting and implementing the Personnel Code, Administrative Rules, Position Classification Plan, the Pay Plan, departmental policies, and contractual bargaining agreements for the purpose of payroll processing.
  • Requires two (2) years of experience processing payrolls involving multiple funding sources including both federal and state funds.
  • Requires two (2) years of experience researching, compiling data, and presenting written recommendations for a course of action.
  • Requires one (1) year of supervisory or lead worker experience, including training and evaluating the work of staff. 

Preferred Qualifications

  • Prefers two (2) years of hands-on experience utilizing a variety of payroll processing platforms, such as Central Payroll System, WAGE, Domain Name Request Area (DNRA) for ISP sworn timekeeping. Mobius and eTime systems or similar systems.
