POSITION SUMMARY
The State of Illinois is seeking talented, dedicated staff to help usher in once-in-a-generation reforms that will enhance and diversify the state workforce. The successful candidate will display extensive experience in the field of Human Resources specifically with respect to the analysis, development, management, and implementation of clear, concise position descriptions. POSITION ESSENTIAL FUNCTIONS
- Serves as an Agency Classification Specialist performing complex, specialized professional duties in the administration of the Position Classification Plan for assigned user agencies.
- Serves as the CMS Classification liaison for assigned agencies.
- Performs extensive analysis of major agency reorganizations, realignments, geographical transfers, and layoff packages.
- Analyzes Personnel Code partial exemption requests, including 4d(3) requests to be submitted to the Civil Service Commission (CSC) for consideration.
- Serves as a subject matter expert to CMS Labor Relations staff regarding classification issues.
- Serves as the backup for Technical Services DocuWare functions, IMSH position posting, and position entry into other appropriate computer systems.
- Travels to attend and participate in meetings concerning classification, employee/labor relations, proposed organizational changes, staffing requirements and other related discussions.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
MINIMUM QUALIFICATIONS
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.
- Requires two (2) years of professional human resources experience.
PREFERRRED QUALIFICATIONS
- Prefers two (2) years of professional experience with the Personnel Code, Personnel Rules, Position Classification Plan, Pay Plan, collective bargaining agreements, and departmental policies, procedures, processes, and their application to the field of position classification.
- Prefers two (2) years of organizing and analyzing information/data with development of descriptive or quantitative measures, and places information/data into like categories or groupings.
- Prefers two (2) years of professional experience writing correspondence and reports that contain conceptualizations, facts, and descriptive and quantitative conclusions with grammatical correctness.
- Prefers two (2) years of professional experience in a position classification field, e.g., conducting studies of position descriptions, conducting inquiries to obtain crucial information, analyzing allocation factors and organizational charts to determine a position’s proper classification, and providing written analysis of a position’s allocation.
- Prefers two (2) years of professional experience advising an agency and/or human resources office or labor relations office in the proper utilization of the classification plan.
- Prefers two (2) years of professional experience in processing reorganizations and layoffs, planning organizational structures, handling and documenting realignments and masses of position movements.
SPECIALIZED SKILLS
Of the two (2) years of professional human resources experience:
- Requires two (2) years of professional experience in a position classification field, e.g., conducting studies of position descriptions, conducting inquiries to obtain crucial information, analyzing allocation factors and organizational charts to determine a position’s proper classification, and providing written analysis of a position’s allocation.

CONDITIONS OF EMPLOYMENT

- Overtime is a condition of employment, and you may be required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime.
- Requires ability to travel occasionally to attend meetings or training.
