Position Overview

This position serves as a Human Resources Support Analyst for the Bureau of Personnel Management (BPM) and coordinates activities that support bureau technology applications for improved decision-making, data retrieval, document management, and increased productivity of resources.  This position is accountable for the oversight and non-technical support of various human resources automated applications and software technologies within the BPM.  This position is also responsible for the research and preparation of recommendations to implement changes for the automation of procedures and business processes.

Essential Functions

  • Coordinates with functional and technical staff to support and maintain all human resources applications to include specified data tables, serving as a non-technical support point of contact for assigned functional areas, and assisting subject matter experts with ensuring data integrity.
  • Conducts special projects and research of IDOT and BPM operational procedures and personnel administration programs, formulates alternatives for improvements, and implements improvements to enhance departmental personnel services.
  • Conducts research of procedures and applications to determine compliance with standards, tracking to ensure efficient operations, and optimal use of resources.
  • Manages all permissions for human resources applications to include DoIT-owned System Application and Products (SAP) to include conducting reviews of access permissions on a consistent basis with documented reviews per audit compliance requirements.
  • Ensures that automated personnel administration programs are consistent with departmental policies, DCMS policies, and bargaining unit provisions as well as sufficient to meet departmental personnel administration needs.
  • Assists users with application-related issues and submits IT support and Action Request tickets to the Bureau of Information Processing, providing an exceptional level of support to enhance the customer experience.
  • Provides training and guidance for agency use of all BPM owned applications and SharePoint Online sites.
  • Prepares, maintains, and supports a variety of reports or queries using appropriate reporting tools, including the HR department and other applications and prepares ad hoc reports, assists in the development of standard reports, and conducts special studies as requested by the bureau chief and/or executive management in support of operational, contractual, and agency leadership requirements.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as required or assigned.

Minimum Qualifications

  • Completion of a bachelor's degree majoring in business management, public administration, human resources, or project management plus two years of experience working with human resources applications, web applications, end user support, project management related to data and reporting, or a combination thereof, OR Eight years of experience working with human resources applications, web applications, end user support, project management related to data and reporting, or a combination thereof.

Preferred Qualifications

  • Experience analyzing operating procedures and policies to automate processes
  • Strong oral communication skills with the ability to train users on the use of human resources automated solutions or applications.
  • Experience extracting and interpreting data to create reports.
  • Ability to organize and handle multiple functions in a fast-paced environment within given time constraints.
  • Ability to work cooperatively in a team environment; ability to interact with employees in a professional manner and maintain professional and harmonious relationships
