Position Overview
The Division of Behavioral Health and Recovery (DBHR) of DHS is seeking to hire a Health Data Scientist to conduct evaluations and service research studies, modifying and adapting service delivery, data collection, and reporting methods used by DBHR staff and vendors. This position develops innovative research designs for data collection, analysis, extraction, and interpretation of information related to the implementation of programs; plans and executes research, literature reviews, and evaluation projects; makes authoritative and final technical decisions about evaluation/research design, data collection, and analysis methodologies; interprets results of statistical analysis performed on service and utilization data that involve complex and subtle interrelationships to provide sophisticated advice and recommendations based on use of statistical methodology; serves as project leader to coordinate more extensive projects and verify completion within established timeframes; and develops narrative reports to communicate results of studies and analysis performed.
Essential Functions
- Serves as a Health Data Scientist for the Behavioral Health and Recovery Division.
- Analyzes descriptive and service utilization data collected from the Division of Behavioral Health and Recovery, its vendors, service providers, and individuals receiving services.
- Recommends the initiation or modification of technical or administrative policy based on the results obtained from final analysis of data and evaluation of projects and studies.
- Tests computer programs used for research and evaluation to verify results of analysis generated are valid, consistent, and reliable.
- Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with courses in statistics, computer science, mathematics, economics and related fields.
- Requires two (2) years of progressively responsible experience in the development and application of research designs and statistical methods and techniques, preferably in the job related subject matter area.
Preferred Qualifications
- Two (2) years of professional experience interpreting results of the multivariate, correlational and descriptive analyses.
- Two (2) years of professional experience in the use of statistical programs such as SAS and/or Crystal Reports to run analyses and create statistical, scientific and narrative reports and narratives.
- Two (2) years of professional in the preparations of narrative and statistical reports that communicate the results of complex data analyses studies performed.
- Two (2) years of professional experience in the development and application of complex research design techniques and their application to social and economic data.
- Two (2) years of professional experience working with computer program development and the modification as well as testing and validation of computer programs.
- Two (2) years of professional experience utilizing written and verbal communication skills in a public or private organization.
Work Hours: Monday - Friday, 8:30am - 5:00pm; 1-hour unpaid lunch
