Position Overview

Capital Development Board (CDB) is hiring a Hiring, Transactions, and Classification Specialist. The incumbent will be responsible for all aspects of the hiring process to include position establishments and clarifications, posting, interview and selection, and transactions. Essential Functions

  • Under general direction of the Public Service Administrator, Labor Relations Manager Independently performs all aspects of the posting, hiring, interview and selection process for Capital Development Board (CDB) which includes, but is not limited to, posting, bidding, job notifications, exempt hires, bargaining unit positions, Upward Mobility, and Recall Lists, ensuring agency compliance with the Comprehensive Employment Plan (CEP).
  • Serves as agency’s Classifications Specialist providing consultation to management regarding classification matters and ensures compliance with CMS and agency policies.
  • Serves as the agency’s Transactions Specialist.
  • Plans and conducts CDB New Employee Orientation (NEO).
  • Tracks all employee evaluations including probationary, annual, interim, and promotional evaluations, ensuring timeliness in accordance with CMS rules and guidelines.
  • Assist payroll by reviewing and reconciling bi-monthly payroll reports.
  • Establishes and maintains employee personnel files.
  • Serves as Agency Outreach and Recruiting Coordinator.
  • Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to four (4) years of college.
  • Requires two (2) years of professional human resources experience.

Specialized Skills

  • Requires two (2) years of professional experience independently performing end-to-end hiring processes, including composition of interview questions, posting, interview and selection, and bid records.
  • Requires two (2) years of professional experience, specifically, in the area of position classification, preparing, reviewing, clarifying, and drafting position establishments, clarifications, and abolishments.
  • Requires two (2) years of professional experience applying collective bargaining contract language as it relates to human resources functions.

Preferred Qualifications

  • Prefers two (2) years of professional experience independently performing end-to-end hiring processes, including but not limited to composition of interview questions, posting, interview and selection, and bid records.
  • Prefers two (2) years of professional experience, specifically, in the area of position classification, preparing, reviewing, clarifying, and drafting position establishments, clarifications, and abolishments.
  • Prefers two (2) years of professional experience processing and entering HR transactions for a public or private organization.
  • Prefers two (2) years of professional experience applying collective bargaining contract language as it relates to human resources functions.
  • Prefers two (2) years of experience working with the Human Resources Information System (HRIS) or similar electronic hiring systems to enter, track, and report hiring or employee-related information.
  • Prefers one (1) year of professional background in recruitment/talent acquisition.
  • Prefers one (1) year of experience processing payroll functions for a public or private organization.
  • Prefers one (1) year of experience utilizing a timekeeping management system in a public or private organization.
  • Prefers five (5) or more years of experience utilizing Microsoft (MS) Office Suite programs, including but not limited to MS Word, Outlook, Visio, Adobe, and Teams.

About the Agency
The Capital Development Board (CDB) oversees the construction of new state facilities, such as correctional centers, state parks, mental health facilities and college and university projects. In addition, CDB is responsible for renovation and rehabilitation projects at over 8,770 state-owned buildings spread over more than 100 million square feet of floor space.
