Position Overview

The Illinois Department of Commerce and Economic Opportunity (DCEO) Office of Human Resources is looking for a highly energetic leader to oversee strategy and execution of agency outreach and recruitment. This role will take the lead in developing strategic relationships and partnerships designed to help the agency meet continuously evolving workforce needs. This role will also oversee the development of agency position descriptions and organizational charts, providing expertise and guidance to ensure the organizational structure and position descriptions align with best practice methodology. The ideal candidate will be highly skilled in relationship building and have extensive experience with workforce planning, development of position descriptions, sourcing, recruiting, outreach and career fairs. Essential Functions

  • Serves as the Hiring Team Manager.
  • Serves as the Classifications Team Manager.
  • Organizes, plans, attends and tracks Agency career fair attendance and community outreach related to recruiting.
  • Serves as full-line supervisor.
  • Manages administration of Personal Service Contracts (PSCs).  
  • Perform other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, with courses in human resources, talent acquisition, management, or business.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in human resources in a public or business organization.

Preferred Qualifications

  • Prefers two (2) years of experience developing, reviewing, and clarifying job descriptions, and interpreting personnel rules and bargaining contracts.
  • Prefers three (3) years of experience supervising, training and monitoring staff, or assigning, reviewing, and evaluating work.
  • Prefers five (5) years of experience in human resources analyzing organizational structure for filling vacancies, marketing and advertising positions, conducting interviews, and presenting job offers.
  • Prefers two (2) years of professional experience utilizing social media platforms such as LinkedIn, Indeed, Handshake, ZipRecruiter, etc.
  • Prefers two (2) years of experience using a human resources management system, tracking and reporting data and human resources metrics.

Conditions of Employment

  • Requires completion of a background check and self-disclosure of criminal history.
  • Requires appropriate, valid driver’s license.
  • Requires the ability to travel in the performance of duties, with overnight stays as appropriate.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime.  This may require the ability to work evenings and weekends. 

 

This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest.  The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statement of Economic Interest with the Office of Secretary of State that will be made available for examination and copying by the public.  All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission.  (See Executive Order 15-09) Fines and penalties apply to untimely filings.
