Essential Function 1

Under direction, serves as a Hiring & Selection Representative.

• Independently performs and conducts all aspects of the Posting, Hiring, Interview, and Selection process for the Illinois Commerce Commission (ICC) which includes but is not limited to the following: posting, bidding, job notifications, hiring, reference checks, union positions, Upward Mobility, Recall Lists, and conducting background research prior to interviews.
• Performs analysis of class specifications and current position descriptions and independently prepares and/or with employing managers the hiring criteria and weights, interview questions, and scoring criteria in preparation for the interviews.
• Assists employing managers with developing interview questions in compliance with the structured interview process, Personnel Code, Personnel Rules, Pay Plan, and collective bargaining agreements.
• Explains and interprets Personnel Rules, Personnel Code, Pay Plan, and collective bargaining agreements to agency staff.
• Prepares and distributes job vacancy postings and resolves position posting issues.
• Compiles and prepares union job hiring transaction packets ensuring they are prepared and processed within the perimeters of the Personnel Code, Personnel Rules, Pay Plan, and collective bargaining agreement.
• Prepares job hiring transaction packet for review and final approvals, reviews packet assuring all pertinent information is enclosed and formally offers candidates the position.
• Utilizes software applications in the completion of duties including but not limited to SuccessFactors (Human Capital Management), Microsoft Excel, Microsoft Teams, Personnel Examination and Eligibility Records System (PEERS), Human Resources Information System (HRIS), and the Electronic Eligibility List System (EELS).

Essential Function 2

Organizes and conducts structured interviews with a panel often consisting of a combination of employing entity managers and/or technical experts.
• Completes Candidate Evaluation Forms for interviewees.
• In consultation with interview panel members, determines final interview scores for candidates based on comparison of candidate responses to interview questions with hiring criteria and weights.
• Completes and submits Employment Decision Forms to agency hiring authority.
• Maintains required documentation and records.
• Travels to conduct interviews statewide.

Essential Function 3

Serves as liaison and provides guidance to agency management/supervisors, CMS, HR staff, and others regarding hiring related inquiries.
• Conducts formal union job presentations for employees appointed to positions via collective bargaining agreement.
• Offers advice and support to agency staff.
• Coordinates with HR staff to address related issues.
• Interprets and explains personnel policies and procedures.
• Coordinates required paperwork between appropriate parties.

Essential Function 4

Assists classifications and transactions with the process of filling vacancies by reviewing and interpreting position descriptions of positions ready to fill as well as generating the necessary paperwork to fill those vacancies.

Essential Function 5

Prepares reports, correspondence, memorandums, charts, graphs, etc. for management approval to address management and/or other requests.
• Performs special projects and management studies on hiring related areas.
• Researches files, extracts information, and compiles reports of a sensitive and confidential nature, regarding personnel, classification, and labor relations.

Essential Function 6

Prepares, maintains, and stores a variety of HR records and files.

Makes necessary or mandated adjustments to HR records and files.
• Monitors and reviews data to ensure the accuracy and validity of HR classifications information.
• Reviews files and records to ensure they are up to date.

Essential Function 7

Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above.

Minimum Qualifications 1

Requires knowledge, skill and mental development equivalent to completion of four years of college and one year of professional experience, preferably in human resources, or satisfactory completion of an approved training program.

Preferred Qualifications 1

Prefers (1) or more years’ experience reviewing and interpreting personnel rules, regulations, collective bargaining agreements and other personnel policies and procedures.

Preferred Qualifications 2

One (1) or more years professional experience in hiring and selection.

Preferred Qualifications 3

One (1) or more years professional experience utilizing personnel-related computer systems and software.
