Position Overview

The Division of Rehabilitation Services is seeking to hire an energetic and detail-oriented Human Resources (HR) Representative to coordinate the candidates for employment with the BDDS, including sponsoring, loading PIV cards with credentials, and managing candidates in the HR Onboarding Workflow. The HR Representative serves as the lead worker and handles telephone inquiries received from various stakeholders and claimants.  This position is involved in processing personnel transactions including reviewing and gathering material to prepare those transactions. Also, the position compiles information for weekly and monthly reports.  Due to the nature of the position, all information gathered is expected to remain confidential.

Essential Functions

  • Serves as Homeland Security Presidential Directive 12 (HSPD-12) Coordinator.
  • Prepares and processes transactions and administrative activities for the Bureau of Disability Determination Services (BDDS).
  • Serves as support staff to BDDS Employee Services Unit.
  • Serves as designated lead worker to lower-level staff.
  • Handles complex statewide telephone inquiries received from elected officials, claimants, medical or Federal offices and legal representatives.
  • Prepares and processes personnel transactions such as appointments, transfers, salary adjustments, discharges, promotions, and separations, etc.
  • Gathers and reviews material to prepare and process personnel transactions regarding new hires, promotions, voluntary reductions, and disciplinary actions and separations.
  • Assists Employee Services’ manager with miscellaneous projects and reports which include a substantial amount of confidential data.
  • Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college and one (1) year of professional experience, preferably in human resources OR Satisfactory completion of an approved training program.

 

Specialized Skills

  • One year (1) of professional experience facilitating HSPD-12 credentialing activities including fingerprinting, sponsoring, PIV card issuance utilizing the Credential Enrollment System.

Preferred Qualifications

  • Three (3) years of professional experience communicating in oral and written form with both internal and external stakeholders for a public or private organization.
  • Three (3) years of professional experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills while multi-tasking multiple projects.
  • Three (3) years of professional experience in a private or public organization maintaining confidentiality and handling sensitive information with professionalism.
  • Two (2) years of professional experience in serving as a lead worker at a public or private organization including assigning and reviewing work and providing guidance and training to assigned staff.
  • One (1) year of professional human resources experience in the hiring process, including evaluating candidate eligibility, assisting in preparation of structured interview questions and criteria, participating in the interview process, and assisting with new employee orientation.
  • One (1) year of professional experience working with personnel rules, Collective Bargaining Agreements, Comprehensive Employment Plan or similar compliance rules and regulations for a public or private organization.

Conditions of Employment

  • Requires ability to pass a federal employment background check. Individuals selected for positions with the Illinois Disability Determination Service (DDS) must go through a complete federal background investigation suitability determination by the Social Security Administration. Those individuals meeting the state requirements for employment must first complete the federal background investigation prior to their start date. This is necessary to determine whether an employee can be issued credentials in order to have access to the Social Security Disability data, records and systems. Further details will be provided during the pre-employment background check process.
