Position Overview

DHS needs to procure the services of an expert Project Manager with specific experience in the implementation of ERP/SAP/HCM. PSC will implement Human Capital Development ERP Solution for DHS. The project began 2/2020 and will continue to 2023 with various modules going live at various points. The current phase is design and implementation. As this system will replace the timekeeping and payroll system for DHS (13,000 employees at DHS in addition to 5 other agencies payroll), managing this project is essential to the State. Given the existing complexity of the antiquated system currently used for timekeeping and payroll at DHS, the person must start as soon as possible and already have extensive experience in ERP and DHS HR Programs and Services to eliminate any need for a learning curve (esp given the lack of doc. on the existing system).

Job Responsibilities

   1.  Coordinates day-to-day project activities, including but not limited to establishing work assignments for contractual staff an state staff to accomplish project goals.

   2.  Analyze design documents from the State's ERP vendor(s) to determine accuracy and applicability to DHS Human Resources processes of the intended solution. Monitor and control the functional gaps identified during the design sessions and also track defects identified during the user acceptance testing.

   3.  Provide oversight on the human capital management resources requirement analysis, data and reorting needs which includes payroll, labor relations, timekeeping, classifications and personnel transactions. Interfaces with internal and external systems, user acceptance testing, system rollout, and training and implementation activities.

   4.  Create and maintain project management documents and artifacts, including but not limited to: Project charters, project work plans and schedules, project dashboards, project issue and risk management plans, project communication plan. Prepare and present status on project schedules, project deliverables, project risks, and risk containment strategies. Provides post-implementation support, documentation, monitoring, and assessment to help gauge project success.

   5.  Serve as primary communicator to various levels and management, technology partners, functional experts, and key end users and serving as the liaison between DoIT ERP PMO, DoIT or DHS staff, DHS Project Director, DHS ERP Leadership Team and Vendors. Consults, on an ongoing bases, with DHS ERP Leadership team regarding all key decisions affecting implementation of the ERP solution in relation to Human Resources.

Minimum Requirements

1.  A bachelor's degree or higher in public, business or IT organization.

2.  7 years project management experience including experience with a large payroll/timekeeping/hiring system for 24/7 operations.

3.  Requires extensive knowledge of SAP ERP.

Preferred Qualifications (in priority order)

1.  Project Management Professional (PMP) certification.
