Human Resources Manager
Essential Functions

Serves as Human Resources Manager.

Serves as full line supervisor.

In absence of a Deputy Director, responsible for: serves as a spokesperson on behalf of the Director and the agency on matters related to human resources matters, to employee action; represents agency at Civil Service Commission; supervises the Labor unit; travels in the performance of duties.

Directs Recruiting/Onboarding staff relative to position description management.

Coordinates IGB learning management efforts related to SuccessFactors and leadership development.

Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications:
- Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in business or public administration.
- Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization.
Conditions of Employment
- Pass Illinois Gaming Board’s background investigation (background check).
- Must comply with the State Officials and Employees Ethics Act: No State employee who works for the Illinois Gaming Board, or spouse or immediate family member living with such person shall, during State employment, hold an ownership interest in, other than a passive interest in, a publicly traded company, in any gaming license under the Illinois Gambling Act, the Video Gaming Act, the Illinois Horse Racing Act of 1975, or the Sports Wagering Act.
- Must comply with the Illinois Gambling Act: No person shall be employed to serve the Board who is, or whose spouse, parent or child is, an official of, or has a financial interest in or financial relation with, any operator engaged in gambling operations within this State, or any organization engaged in conducting horse racing within this State.
- Must comply with the Illinois Gambling Act: For the one year immediately preceding employment, an employee shall not have been employed or received compensation or fees for services from a person or entity, or its parent or affiliate, that has engaged in business with the Board, a licensee, or a licensee under the Illinois Horse Racing Act of 1975.
- Requires the ability to work overtime.
- Requires the use of Agency supplied cell phone 24 hours.
Preferred Qualifications (In Order of Significance)
- Prefer at least 2 years of experience with State of Illinois Personnel Rules and Pay plan.
- Prefer at least 2 years of Human Resource management experience demonstrating increased leadership responsibilities over time.
- Prefer at least 2 years of experience working with an automated payroll system.
- Prefer at least 2 years of experience working with Unionized workforce and interpreting Collective Bargaining Agreements.
- Prefer one year experience in managing human resources of a sworn workforce and/or multi-Agency workforce.
- Prefer professional experience utilizing Microsoft Excel, Word, and Outlook software.
