Position Overview

The Illinois State Police is seeking a self-motivated and ambitious employee that aims for success in their duties.  The Sworn Transactions Specialist will provide personnel transactions knowledge to others in the agency, as well as be an organized team player.  If you feel you are a good fit for this position, apply with ISP today!

Job Responsibilities

1. Monitors all sworn personnel transactions.  Verifies all actions are justified, appropriate and processed for payroll, classifications, and personnel file processing.  Provides journey level advice to management and division liaisons regarding Officer Action requests (OARs).  Disseminate hiring documents to transactions, payroll, timekeeping, insurance and retirement as it relates to new hires.

2. Prepares and distributes sworn vacancy announcements throughout the department, adhering to strict guidelines.  Researches applicants to ensure qualifications are met and collective bargaining agreement guidelines are followed.  Provides management with vacancy results.  Provides guidance and serves as the subject matter expert on unusual postings bidding issues.

3. Serves as the agency Subject Matter Expert for sworn staff inquiries.  Provides explanation and interpretation of procedures between OHR and work unit commanders.  Discusses sensitive and controversial problems involving sworn personnel operations.  Attends and participates in meetings to create or modify sworn OAR guidelines.

4. Serves as the sworn discipline coordinator for sworn officers.  Receives sworn discipline memorandums and reviews for proper procedures.  Prepares correspondence for the HR Chief signature, outlining the discipline imposed and how it is to be served.  Serves as the subject matter expert on sworn discipline, working closely with the Office of Labor relations to ensure proper procedures are followed.

5. Maintains general and confidential sworn personnel files.  Prepares work histories as requested.  Responds to subpoenas as required.  Provides CALEA documents when requested.  Creates sworn personnel files when cadets enter the Academy and retrieves needed personnel documents from the Academy.

6. Other duties as assigned or required.

Minimum Qualifications

  1. Knowledge, skill and mental development equivalent to completion of four (4) years of college.
  2. Two (2) years of professional Human Resources experience.

Preferred Qualifications

1. Two (2) years of experience with personnel transactions.

2. Two (2) years of experience with collective bargaining agreements and guidelines.

3. One (1) year experience with sworn transactions process.

Employment Conditions

  1. Must successfully pass agency background screening.

      2. Must successfully pass agency drug screen.

Work Hours:  8:30am - 5:00pm
