Essential Functions
- As the Human Resources Supervisor, plans, administers, organizes, controls, and performs the activities of staff engaged in the preparation, computation, and processing of payrolls, benefit plans, timekeeping processes, medical situations, transaction creation, all aspects of hiring and classifications.
- Serves as a working supervisor.
- Conducts special projects, studies, and research for the Labor Relations/Human Resources/Equal Employment Opportunity (EEO) Manager.
- Confers with managers and supervisors throughout the agency, Central Management Services, Comptroller's Office, State Employees Retirement Systems, Human Resources staff of other state agencies, Legislative staff, and individual employees in response to inquiries relative to payroll processes, benefit plans and funds, timekeeping procedures, and transaction matters.
- Serves as the main point of contact between Human Resources and DoIT for the Enterprise Resources Planning (ERP) Program IL ACTS HCM.
- Serves as a liaison for Human Resources regarding internal and external audits.
- Performs other duties as required or assigned that are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization.
Preferred Qualifications
- Prefers two (2) years of previous supervisory experience that includes guidance, direction, motivation, recommending counseling and/or discipline pursuant to applicable collective bargaining agreements, assigning staff to meet day-to-day operational needs, reviewing work, and training employees.
- Prefers two (2) years of experience utilizing and managing State of Illinois or a comparable organization's payroll, timekeeping, benefits, transactions, hiring, classifications program, and personnel records system.
- Prefers two (2) years of experience with State of Illinois Human Resources systems to include Personnel Examination and Eligibility Records Systems (PEERS), Central Time and Attendance System (CTAS), Central Payroll System (CPS), ePass, eTime, Human Resources Information System (HRIS), the Group Insurance System (GIS), and IL ACTS ERP/HCM SuccessFactors.
- Prefers two (2) years of professional experience implementing governing State of Illinois or a comparable organization's human resources policies such as, but not limited to, the Personnel Code, Personnel Rules, Position Classification Plan, Pay Plan, Collective Bargaining Agreements, The Comprehensive Employment Plan, and/or departmental processes, policies, and procedures.
- Prefers two (2) years of experience developing and managing an organizational program to include implementing and evaluating new and revised methods of operations, procedures, and performance standards.
- Prefers two (2) years of professional experience receiving and explaining new policies and procedures to staff and leadership clearly both verbally and in writing.
- Prefers advanced proficiency in an electronic hiring system as well as Microsoft Office Suite software programs, including Outlook, Work, and Excel.
- Prefers the ability to develop and maintain a highly professional service-oriented working relationship with a wide variety of staff.
- Prefers the ability to demonstrate strong analytical skills and detail orientation.

- Requires the ability to work overtime or outside normal work hours, as needed.
- Requires the ability to travel in performance of duties, with overnight stays as appropriate.
