Position Overview

Serves as Illinois Department of Human Services (IDHS) GMS Testing Manager. Learns about AmpliFund software (AMF) and Illinois Department of Human Services (IDHS) grantmaking requirements (the REQs).  Collaborates with IDHS Leadership and Vendor to ensure IDHS REQs are tested thoroughly with major focus on IDHS end-to-end processes. Analyzes actual outcomes versus expected outcomes to identify any problems with testing of REQs; writes test scenarios and test cases; conducts independent testing of REQs; provides feedback to testers, the business team and Vendor.  Travels to collaborate and negotiate with Vendor to achieve the most optimal testing outcomes that result in concise and efficiently designed processes, standardized quality assurance methods and techniques, and discuss/resolve project issues.  Reviews and understands policy and rule changes impacting service delivery.

Job Responsibilities

  1. Serves as Illinois Department of Human Services (IDHS) GMS Testing Manager.
  2. Collaborates with IDHS Leadership and Vendor to ensure IDHS REQs are tested thoroughly with major focus on IDHS end-to-end processes; takes ownership and escalates any priority-1 REQs that fail testing.
  3. Analyzes actual outcomes versus expected outcomes to identify any issues with testing of business requirements; provides feedback to testers, the business team and Vendor; document aspects of the AMF software; provides feedback to managers on end-user experience and recommend improvements or revisions; provides vital information to business process and training teams regarding implementation; prepares and maintains reports related to progress on testing IDHS requirements.
  4. Participates in meetings to formulate and finalize requirements and improve upon designs, identifies priority areas for business process improvement, standardizes quality assurance methods and techniques, and discusses issues and successes of job duties.  
  5. Reviews and understands policy and rule changes impacting service delivery; confirms business alignment of the AmpliFund software between technology and end-user.
  6. Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.

 

Minimum Qualifications

  1. Two (2) years of professional experience with hands-on testing of Information Technology (IT) systems for a public or private organization.
  2. One (1) year of professional experience writing test cases for a public or private organization.
  3. One (1) year of professional experience in the management and coordination of Information Technology (IT) system testing efforts for a public or private organization.

Preferred Qualifications

  1. Three (3) years of hands-on experience using Microsoft Word and Excel on a daily basis.
  2. Two (2) years of professional experience communicating with both internal and external stakeholders daily ensuring detailed and critical analysis of business requirements, including conversion of these requirements into test scenarios and test cases.
  3. One (1) year of professional experience meeting frequent deadlines with strong attention to detail, utilizing critical thinking and problem-solving skills while managing high level, fast-moving projects.
  4. One (1) year of professional experience documenting existing and future business processes using computer software products, such as Microsoft Excel, Visio, and PowerPoint.
  5. One (1) year of professional experience organizing large groups of people into scheduled meetings, preferably utilizing Microsoft Excel, Outlook, and SharePoint.
  6. One (1) year of professional experience working in State Government, preferably in Illinois.

Conditions of Employment

  1. Requires ability to travel in the performance of duties, with overnight stays as appropriate.
