Position Overview

The Agency Procurement Officer is based in the Illinois Department of Veterans Affairs - Springfield Central Office and reports to the Chief Fiscal Officer, overseeing all aspects of Procurement for the Agency.  This role provides direct supervision to the Deputy Procurement Manager, in addition to a collaborative role with additional procurement staff located in our five (5) Illinois Veterans Homes, the Chief Procurement Office and the State Procurement Officer assigned to IDVA to ensure compliance with the State Procurement Code.

Essential Functions

  • Oversees procurement operations to ensure the agency conducts procurement in accordance with the Illinois Procurement Code, associated rules and in accordance with policy directives issued by the Executive Ethics Commission (EEC) and the Department of Central Management Services (CMS)
  • Serves as a full line supervisor.
  • Serves as agency Small Business Set Aside (SBSA) liaison as required by CMS.
  • Maintains procurement files containing required documentation and approvals for inspection by EEC Procurement Compliance Manager and citizens of Illinois.
  • As agency procurement subject matter expert provides training and guidance to agency procurement staff.
  • Acts as Agency Business Enterprise Program Liaison as required by the Department of CMS in accordance with the Business Enterprise Programs for Minorities, Females and Persons with Disabilities Act (30ILCS 575, Et seq.)
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in fiscal management, accounting, budgeting, internal audit, or finance.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in fiscal management, accounting, budget, procurement, or finance in a public or business organization.

Preferred Qualifications

  • Three (3) years of experience in a procurement related field.
  • Three (3) years of knowledge of the principles of accounting and laws, rules, and regulations relating to state or non-state accounting systems and procedures.
  • Two (2) years of experience supervising professional staff in a public or business organization.
  • One (1) year of experience with BidBuy or other related e-procurement software.
  • One (1) year experience issuing formal procurements (RFP, IFB) from start to completion.
  • One (1) year presenting complicated information to a group of people in a professional setting.
  • Two (2) or more years of experience utilizing Systems, Applications, and Products (SAP).
  • Three (3) or more years of experience in the utilization of MS Word, Excel, Outlook, and Teams or other software programs.
